About introduction of amendments to some laws of Ukraine concerning determination of the territories and the administrative centers of territorial communities

The Verkhovna Rada of Ukraine decides:

I. Make changes to such laws of Ukraine:

1. In the Law of Ukraine "About local self-government in Ukraine" (Sheets of the Verkhovna Rada of Ukraine, 1997, No. 24, Art. 170 with subsequent changes):

1) in Article 1:

to add paragraph two after words of "several villages" with words of "settlements, the cities";

add with paragraphs the twenty fifth and twenty sixth the following content:

"the administrative center of community - the settlement (the village, the settlement, the city) which has the developed infrastructure and is, as a rule, located closer to the geographical center of the territory of territorial community and in which there is representative body of local self-government of territorial community;

the territory of territorial community - the continuous territory within which the territorial community performs the powers according to the solution of questions of local value according to the Constitution and the laws of Ukraine as it is direct, and through local government bodies";

The Section V "Final and transitional provisions" to add 2) with Item 7-1 of the following content:

"7-1. Before adoption of law on the administrative-territorial device of Ukraine determination of the administrative centers of territorial communities and approval of the territories of territorial communities performs the Cabinet of Ministers of Ukraine.

The decision of the Cabinet of Ministers of Ukraine on determination of the administrative centers of territorial communities and approval of the territories of territorial communities moves in Central Election Commission for adoption of the solution on purpose of the first local elections of deputies of village, settlement, city councils and rural, settlement, city chairmen of the corresponding territorial communities by it".
