About modification of Accounting rules of transactions with use of payment cards in banks of Ukraine

According to Articles 7, of 15, of 41, 56 Laws of Ukraine "About the National Bank of Ukraine", article 68 of the Law of Ukraine "About banks and banking activity", for the purpose of enhancement of regulatory legal acts of the National Bank of Ukraine on financial accounting of transactions of banks of Ukraine the Board of the National Bank of Ukraine DECIDES:

1. Make changes to the Accounting rules of transactions with use of payment cards in banks of Ukraine approved by the resolution of Board of the National Bank of Ukraine of April 8, 2005 No. 123, registered in the Ministry of Justice of Ukraine on April 27, 2005 for No. 441/10721 (with changes), having been reworded as follows them which is applied.

2. To accounting department (Bogdan Lukasiewicz) after official publication to inform banks information on adoption of this resolution.

3. To impose control over the implementation of this resolution on the vice-chairman of the National Bank of Ukraine Roman Borisenko.

4. The resolution becomes effective since March 1, 2020.

Accounting rules of transactions with use of payment cards in banks of Ukraine

I. General provisions

1. These Rules determine accounting treatment banks of Ukraine of transactions with use of payment cards interstate and international payment systems during implementation of payment of cost of goods and services, carrying out transactions via automatic tellers (further - ATMs) through operational cash desk of bank when calculating between members of international payment systems.

2. These Rules are developed according to the Laws of Ukraine "About the National Bank of Ukraine", "About banks and banking activity", "About payment systems and money transfer in Ukraine", other laws of Ukraine and regulatory legal acts of the National Bank of Ukraine (further - National Bank) and are based on international accounting standards.

3. These Rules regulate financial accounting of transactions with use of payment cards which are performed both in national, and in foreign currency. The procedure of foreign currency transactions is determined by regulatory legal acts of National Bank concerning currency control.

4. Banks independently develop procedure for financial accounting of transactions with use of payment cards taking into account features of intra bank payment system, adhering to the fundamental accounting principles determined by these rules and provisions of internal payment system.

5. Financial accounting of transactions with use of payment cards is performed based on the source documents determined by regulatory legal acts of National Bank, regulating procedure for making of transactions with use of electronic means of payment.

6. The terms and determinations used in these rules are used in the values given in the Law of Ukraine "About payment systems and money transfer in Ukraine", others legislative and regulatory legal acts of National Bank concerning implementation of transactions with use of electronic means of payment.

7. Financial accounting of transactions with use of payment cards is performed according to the corresponding balance and off-balance sheet accounts of the Chart of accounts of the financial accounting of banks of Ukraine approved by the resolution of Board of National Bank of September 11, 2017 No. 89 (with changes) (further - the Chart of accounts).

8. Bank - the member of payment service provider which clearing bank is the National Bank performs accounting of transactions with use of payment cards from the correspondent account opened in National Bank.

9. The bank reflects cash disbursement from current accounts of clients with use of payment cards through operational cash desk of bank according to Item 2.3 of Chapter 2 of the Instruction for financial accounting of transactions with cash and bank metals in banks of Ukraine approved by the resolution of Board of the National Bank of Ukraine of October 20, 2004 No. 495, registered in the Ministry of Justice of Ukraine on November 08, 2004 for No. 1425/10024 (with changes). The bank has the right to use as transit, balance sheet account 2924 of the Chart of accounts.

10. The bank reflects in financial accounting credit operations with use of payment cards according to the Instruction for financial accounting of financial instrument transactions in banks of Ukraine approved by the resolution of Board of the National Bank of Ukraine of February 21, 2018 No. 14.

11. The emitting bank performs accounting of means of clients on transactions with use of payment cards according to their current accounts with use of balance sheet accounts 2600, of 2620, 2650 of the Chart of accounts.

12. The emitting bank performs accounting of means of banks on transactions with use of payment cards according to balance sheet account 1600 of the Chart of accounts.

13. The emitting bank performs accounting of means on transactions with use of corporate payment cards of budgetary institutions according to the corresponding balance sheet accounts of the Section 25 "Budget Funds and Off-budget Funds of Ukraine" of the Chart of accounts.
