About modification of some legal acts of Ukraine of rather immediate measures in the field of health protection

The Verkhovna Rada of Ukraine decides:

I. Make changes to such legal acts of Ukraine:

1. Part the fourth Article 104 of the Civil code of Ukraine (2003, Art. No. No. 40-44, 356) to add sheets of the Verkhovna Rada of Ukraine with the words "except the cases provided by the law".

2. In Bases of the legislation of Ukraine on health care (The sheet of the Verkhovna Rada of Ukraine, 1993, No. 4, Art. 19 with subsequent changes):

1) in Article 14:

in part five of the word "create and place state orders for the purpose of material logistics of the sphere" to exclude;

add with part seven of such content:

"Executive bodies of village, settlement, city councils exercise control of utility institutions of health protection, the organization of their material, personnel and financial provision according to the law";

2) in Article 16:

state part one in the following edition:

"Public authorities and local government bodies promote development of healthcare institutions of all patterns of ownership";

third after the words "it is created taking into account" to add part with words of "development plans for hospital districts";

the fourth to state part in the following edition:

"For the purpose of ensuring territorial availability of high-quality medical care to the population the hospital district is created. The hospital district is set of healthcare institutions and physical persons entrepreneurs who are registered in the procedure established by the law and obtained the license for the right of implementation of economic activity on medical practice, the populations of the corresponding territory providing medical attendance. Within the hospital district basic healthcare institutions are determined. The procedure for creation of hospital districts and the list of basic healthcare institutions affirm the Cabinet of Ministers of Ukraine";
