About change of the resolution of Council of Ministers of the Republic of Belarus of March 17, 2016 No. 205
Council of Ministers of the Republic of Belarus DECIDES:
1. Bring in the resolution of Council of Ministers of the Republic of Belarus of March 17, 2016 No. 205 "About approval of the State program "Environmental protection and steady use of natural resources" for 2016-2020" the following changes:
1.1. the paragraph third Item 2 after the word to "situations" to add with words ", the Industry ministry, the Department of Energy (the national production association of power industry Belenergo, the national production association on fuel and gasification of Beltopgaz)";
1.2. in the State program "Environmental protection and steady use of natural resources" for 2016-2020 approved by this resolution:
the fifth to state the paragraph to part five of Chapter 3 in the following edition:
"fresh waters of 10 thousand CBM a day in 2016-2017 and at least 45 thousand CBM a day in 2018-2020;";
in Chapter 4:
in part two:
paragraph two after the word of "transport" to add with words ", Belneftekhim concern;
the fourth to state the paragraph in the following edition:
"the subprogramme 3 "The address with resistant organic pollutants" (customers - the Ministry of Natural Resources and Environmental Protection, the Ministry of Architecture, the Ministry of Health, the Industry ministry, the Department of Energy (the national production association of power industry Belenergo, the national production association on fuel and gasification of Beltopgaz), National academy of Sciences of Belarus, Belneftekhim concern, regional executive committees *);";
word in paragraph nine" (the customer - the Ministry of Natural Resources and Environmental Protection)" shall be replaced with words "(customers - Administration of the President of the Republic of Belarus, the Ministry of Natural Resources and Environmental Protection, the Ministry of Architecture)";
in part two of Chapter 5 of the word "551 474 323, 7th ruble" shall be replaced with words "569 367 218, 21 ruble";
in Chapter 7:
third to state the paragraph to part twenty seventh in the following edition:
"automation of meteorological observations - 100 percent;";
the twenty eighth to state part in the following edition:
"On financing of complex of actions of the subprogramme 2 it will be required 79 589 129, the 7th ruble, including:
79 460 129, the 7th ruble - means of the republican budget;
129 000 rubles - own means of the organizations.";
in Chapter 8:
the fourteenth to state part in the following edition:
"As a result of accomplishment of the subprogramme 3 removal from operation of the equipment containing PHB of 50 percent from the level of availability of such equipment in 2015 will be provided.";
the sixteenth to state part in the following edition:
"On financing provided in the subprogramme 3 complexes of actions it will be required 12 266 067, the 5th ruble, including:
899 028, the 5th ruble - means of the republican budget;
11 267 039 rubles - means of local budgets;
100 000 rubles - own means of the organizations.";
in Chapter 9:
paragraphs two and third to state to part of the eighteenth in the following edition:
"preparation of 35 ideas of the announcement of OOPT;
preparation of 417 ideas of the OOPT transformation;";
the twentieth to state part in the following edition:
"On financing provided in the subprogramme 4 complexes of actions 3 rubles will be required 23 626 338,, including:
19 448 450, 1 ruble - means of the republican budget;
3 282 088, 2 rubles - means of local budgets;
818 800 rubles - own means of the organizations;
77 000 rubles - means of the international technical assistance.";
the nineteenth Chapter 10 to state part in the following edition:
"On financing of the 5th complex of actions provided in the subprogramme 3 rubles will be required 14 816 947,, including:
5 063 147, 3 rubles - means of the republican budget;
9 646 800 rubles - own means of the organizations;
107 000 rubles - means of the international technical assistance.";
the twenty first Chapter 10-1 to state part in the following edition:
"On financing of the 6th complex of actions provided in the subprogramme it will be required 81 062 807, the 79th ruble, including:
17 078 923, 2 rubles - means of the republican budget;
63 983 884, the 59th ruble - means of local budgets.";
in Chapter 11:
add part one with the paragraph of the following content:
"the environmental risks connected with natural and technogenic catastrophes.";
add Chapter with part of the following content:
"For minimization of impact of the environmental risks connected with natural and technogenic catastrophes implementation of constant control behind natural and weather conditions in the country, condition of productions, accomplishment of preventive actions in order to avoid natural and technogenic catastrophes is planned.";
add Chapter with 12 parts of the following content:
"The state program (subprogramme) can be acknowledged highly effective under condition if planned values of the summary target and target indicators established on regions are executed by all regions.
When evaluating efficiency the accruing result performs the analysis of accomplishment of summary target and target indicators for row of years during which the program was implemented.
At the same time the following features are considered.
For assessment of extent of achievement of the indicators which are characterizing result of the taken measures within separate year and having:
absolute values, - are summed up the actual values by every year of the analyzed period and compared with the amount of planned values for the same period (the indicators containing in Items 1, 8-14, 18, of 19, of 24, of 25, of 29, 38-52, 54, 58-126 appendices 1 to the State program);
relative values, - the arithmetic average of the actual values of the analyzed period is compared every year with arithmetic average of planned values (the indicators containing in Items 2, of 23, of 30, of 53, of the 56th appendix 1 to the State program).
For assessment of extent of achievement of the indicators reflecting result of the taken measures for all analyzed period the actual and planned measure values for the last year of the analyzed period (the indicators containing in Items 3-7, 15-17, 20-22, 26-28, 31-37, 55, of the 57th appendix 1 to the State program) are compared.
For indicators which were cancelled or established not since the beginning of program implementation assessment of extent of achievement is performed for the period on which they were established.
In case of assessment of degree of compliance of the actual amount of financing of the program (subprogramme) planned by the accruing result total values of the actual and planned amounts of financing of the program (subprogramme) of the analyzed period respectively are compared every year.
In case of efficiency evaluation of implementation of the State program extent of accomplishment of actions for capital investments on which customer is not the Ministry of Natural Resources and Environmental Protection is not considered.";
1, 3-10 to this State program to be reworded as follows appendices (are applied).
2. This resolution becomes effective after its official publication and extends the action to the relations which arose since January 1, 2019.
