Article 1

1.1. Under Article 1:

1.1.1. add to Article 1.1.13 after the word to "organizations" of the word "issued within fiscal year";

1.1.2. state Article 1.1.32 in the following edition:

1.1.3. add Article 1.1.32-1 - 1.1.32-3 of the following content:
