About introduction of amendments to the Federal law "About the Federal Budget for 2019 and for Planning Period of 2020 and 2021"
Accepted by the State Duma on June 27, 2019
Approved by the Federation Council on July 10, 2019
Bring in the Federal Law of November 29, 2018 No. 459-FZ "About the federal budget for 2019 and for planning period of 2020 and 2021" (The Russian Federation Code, 2018, No. 49, the Art. 7531) the following changes:
1) regarding 1 Article 1:
a) in paragraph one of the word "in the amount of the 105th 820, one billion rubles" shall be replaced with words "in the amount of the 109th 086, 0 billion rubles";
b) in Item 1 of the word "in the amount 19 969 336 961, thousand rubles" shall be replaced with words "in the amount 20 174 949 682, 5 thousand rubles", shall be replaced with words the words "in the amount 3 369 178 509, 1 thousand rubles" "in the amount 3 176 984 819, 0 thousand rubles";
c) in Item 2 of the word "in the amount 18 037 246 116, thousand rubles" shall be replaced with words "in the amount 18 293 710 871, 8 thousand rubles";
d) in Item 3 of the word "in the amount 11 612 754 160, thousand rubles" shall be replaced with words "in the amount 11 329 480 816, 7 thousand rubles";
e) in item 4 of the word "in the amount 64, 6 billion US dollars, or 54, 8 billion euros" shall be replaced with words "in the amount 64, 3 billion US dollars, or 55, 4 billion euros";
e) in Item 5 of the word "in the amount 1 932 090 844, thousand rubles" shall be replaced with words "in the amount 1 881 238 810, 7 thousand rubles";
2) in Article 5:
a) Item 2 of part 8 after words "target means," to add with words "the relevant federal bodies of the government determined by legal acts,", to add with words "(except for the means specified in Items 5 and 7 of part 2 of this Article)";
b) to add part 13 after the words "budget investments" with words ", and also according to the decision of the Government of the Russian Federation of the means specified in paragraph four of Item 1 of part 3 of this Article";
3) in Article 6:
a) regarding 1 word "in the amount 793 776 190, 9 thousand rubles" shall be replaced with words "in the amount 794 085 987, 0 thousand rubles";

4) in Article 9:

b) regarding 3 words "to 320 042 654, 0 thousand rubles" shall be replaced with words "to 332 888 644, 7 thousand rubles";
c) add with part 4 following of content:
"4. The government of the Russian Federation has the right to accept in 2019 in treasury of the Russian Federation the non-residential premises transferred by the "Deposit Insurance Agency" state corporation Ploshchad 109,1 of square meter and the non-residential building Ploshchad 482,1 of square meter, at the address: the city of Moscow, Staropansky Pereulok, the house 4, structures 1 and 2, and inseparable improvements of the specified real estate units at the price of their acquisition by the "Deposit Insurance Agency" state corporation (book value) with reduction of the property fee of the Russian Federation in property of this state corporation brought according to part 1 of article 50 of the Federal Law of December 23, 2003 No. 177-FZ "About deposit insurance in banks of the Russian Federation" by the amount to the 229th 500, 0 thousand rubles.";
5) in Article 10:
a) regarding 1 word to "appendix 31" shall be replaced with words to "appendices 31 and 31.1";
b) regarding 2 words to "appendix 32" shall be replaced with words to "appendices 32 and 32.1";
c) in part 5 after the word "are provided" to add with the word "(are changed)", after words of "budgets expenses of subjects of the Russian Federation" to add with words ", other interbudget transfers which provision is performed due to redistribution between subjects of the Russian Federation of other interbudget transfers which are earlier distributed in the current financial year, other interbudget transfers which provision is performed at the expense of remaining balance of budgetary appropriations of Federal road fund for the beginning of the current financial year";

"8. 1) budgetary appropriations for 2019 in volume of the 669th 700, 0 thousand rubles provided on the subsection "Other Nation-wide Questions" of the Section "Nation-wide Questions" of classification of budgets expenses on the expenses of the federal budget connected with providing financial support to the organizations subordinated to Presidential Property Management Department of the Russian Federation according to orders of the President of the Russian Federation and the Government of the Russian Federation, in case and within receipt of the income of the federal budget from realization of the real estate which is in federal property assigned on the right of operational management to the specified organizations;";

"16. 1) budgetary appropriations for 2019 in volume of 5 000 000, 0 thousand rubles provided on the subsection "Other Questions in the field of Housing and Communal Services" of the Section "Housing and communal services" of classification of budgets expenses, on compensation to ДОМ.РФ joint-stock company, Moscow, the half-received income and costs in connection with implementation of measures of the state support of the families having children for the purpose of creation of conditions for repayment of obligations on the mortgage housing loans (loans), according to decisions of the Government of the Russian Federation;";

"10. Determine that in 2019 when implementing transactions on management of remaining balance of means on the single account of the federal budget of service of the clearing organization, the central partner and the exchange appear to the Federal Treasury on a grant basis.
11. Determine that in 2019 according to the decision of the Government of the Russian Federation additional resources of the federal budget can be aimed at financial provision of actions for preparation and carrying out in the Russian Federation of the European Football Championship of UEFA of 2020 in amount to the 285th 248, 7 thousand rubles in case and within receipt of the income of the federal budget from return of receivables in connection with return of autonomous nonprofit organization "Organizing Committee Russia-2018 in Accordance with the Legislation of the Russian Federation about Taxes and Fees of Excessively Paid Amounts of Taxes.";
d) add with part 12 (top secret);
