1. Bring in the Regulations of Council of Ministers of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of February 14, 2009 No. 193, the following changes:

"Before representation for the signature to the Prime Minister of the Republic of Belarus:
drafts of the resolutions and orders except for specified in paragraph three of this part are vised with use of the digital signature developed using personal key which certificate of open key is published by republican certification center of the State management system open keys of verification of the digital signature, the head of the state body which introduced the draft to Council of Ministers of the Republic of Belarus, the Minister of Finance, the Minister of Economic Affairs, the Minister of Justice (except the projects which are not subject to approval of the Ministry of Justice according to Item 8 of these Regulations), deputy prime ministers of the Republic of Belarus;
the drafts of resolutions and orders containing information of limited distribution, the state secrets, projects specified in parts two of Item 38 of these Regulations, and also other projects according to the decision of the Prime Minister of the Republic of Belarus his deputies, deputy managers of the Office of Council of Ministers of the Republic of Belarus are printed on the corresponding forms and vised by the officials specified in the paragraph the second to this part. Appendices to these projects are vised on the back each leaf by the head of the state body which introduced the draft to Council of Ministers of the Republic of Belarus.";
