About modification of some legal acts
The Parliament adopts this organic law.
Art. I. - In the Law on environmental protection No. 1515/1993 (Monitor of Parliament of the Republic of Moldova (Part I), 1993, No. 10, of the Art. 283), with subsequent changes, to make the following changes:
1. In Item d) Article 3:
after the words "program implementation" to add Item with the word", plans";
add Item with the subitem of the following content:
"-holding procedure of strategic ecological assessment of plans and programs with possible essential impact on the environment, including on health of the population, established by competent authorities in the field of public health care, and receipt of the ecological conclusion according to Chapter II of the Law on strategic ecological assessment No. 11/2017;".
2. Item and) 13) of Article 8 to add parts with the words "or strategic ecological assessment;".
3. Add Article 10 with Item l) the following content:
"l) provide carrying out strategic ecological assessment of plans, the programs approved by bodies of local public authority according to Chapter II of the Law on strategic ecological assessment No. 11/2017.".
4. Item b) Article 15 to add with words ", and also the ecological conclusions for plans and programs with possible essential impact on the environment according to part (6) article 9 of the Law on strategic ecological assessment No. 11/2017;".
5. Add Article 16 with Item n) the following content:
"n) performs the procedure of strategic ecological assessment of the plans and programs which are subject to this procedure at the national level or in cross-border context, issues the ecological conclusion according to plans and programs according to provisions of Chapter II of the Law on strategic ecological assessment No. 11/2017.".
6. Regarding 2 Chapters III:
the name of part 2 of Chapter III and part (Article 21 after the words "Impact Assessment on Environment" to add 1) with words ", strategic ecological assessment";
add part with article 25 of the following content:
