About introduction of amendments to some orders of the Ministry of national economy of the Republic of Kazakhstan

I ORDER:

1. Bring the following changes in some orders of the Ministry of national economy of the Republic of Kazakhstan:

1) in the order of the acting minister of national economy of the Republic of Kazakhstan of July 29, 2015 No. 573 "About approval of standards of rendering services to consumers of subjects of natural monopolies" (it is registered in the Register of state registration of regulatory legal acts for No. 11951, it is published on September 25, 2015 in information system of law of Ad_let):

"According to subitem 4-6) of Item 1 of article 13 of the Law of the Republic of Kazakhstan of July 9, 1998 "About natural monopolies" I ORDER:";

"1) the standard of rendering services to consumers by subjects of natural monopoly in the field of transfer of electrical energy according to appendix 1 to this order;";

in the standard of rendering services to consumers by subjects natural monopolies in the field of transfer and (or) distribution of electrical energy, approved by the specified order:

"1. This Standard of rendering services to consumers by subjects of natural monopoly in the field of transfer of electrical energy (further – services) is developed for the purpose of determination of the general principles of ensuring high-quality and equal access for consumers to regulated services (goods, works) of subjects of natural monopolies (further – the Subject).";

in the standard of rendering services to consumers by subjects natural monopolies in the field of production, transfer, distribution and (or) supply with heat energy, except for the heat energy developed with use of heat of soil, ground waters, the rivers, reservoirs, exhaust water of industrial enterprises and power plants, sewer treatment facilities, approved by the specified order:

in the standard of rendering services to consumers by subjects natural monopolies in the field of sidings in the absence of competitive siding, approved by the specified order:

Consumers use services of sidings based on the standard agreements on the provided services (goods, works) relating to the sphere of natural monopoly approved according to the subitem 1) of Item 1 of article 14 of the Law of the Republic of Kazakhstan of July 9, 1998 "About natural monopolies" on condition of safety of movement, technical means and railway vehicles.";

to state part one of Item 9 in the following edition:

"9. In case of violation of terms of rendering service and (or) refusal of issue of specifications, the consumer addresses with the claim to Committee on regulation of natural monopolies, protection of the competition and the rights of consumers of the Ministry of national economy of the Republic of Kazakhstan (further – department of authorized body) to the addresses and phones specified on Internet resource of department of www.kremzk.gov.kz authorized body.";

in the standard of rendering services to consumers by subjects natural monopolies in the field of provision in property hiring (lease) or use of the cable sewerage, approved by the specified order:

in the standard of rendering services to consumers by subjects natural monopolies in the field of storage, transportation of commodity gas on connecting, trunk gas pipelines and (or) gas-distribution systems, operation of group reservoir installations, and also transportation of sour gas through connecting gas pipelines, except for transportations of commodity gas for the purpose of transit through the territory of the Republic of Kazakhstan and export out of limits of the Republic of Kazakhstan, approved by the specified order:
