About cooperation in the field of the prevention and liquidation of emergency situations

The government of the Republic of Uzbekistan and the Government of the Republic of Tajikistan which are hereinafter referred to as by the Parties

aiming to strengthen the traditional friendly relations between two people,

recognizing that the cooperation in the field of the prevention and liquidation of emergency situations will help welfare and homeland security of the states of the Parties,

understanding danger which is born for the states of the Parties by emergency situations of natural and technogenic nature,

considering advantage for the states of the Parties of exchange of scientific and technical information in the field of the prevention and liquidation of emergency situations,

in view of possibility of emergency situations which cannot be liquidated by forces and means of one of the Parties, and the need for the coordinated actions of both states caused by it for the purpose of the prevention and liquidation of emergency situations,

considering role of the United Nations and other international organizations in the field of the prevention and liquidation of emergency situations,

agreed as follows:

Article 1. The terms used in this agreement

The terms used in this agreement have the following values:

"the requesting Party" - the Party which appeals to other Party about the direction of groups on assistance, equipment and materials of providing;

"the providing Party" - the Party which grants request of other Party for the direction of groups on assistance, equipment and materials of providing;

"authorized body" - the state body appointed by each of the Parties for management and coordination of the works connected with implementation of this agreement;

"group on assistance" - the organized group of specialists (if necessary with guard dogs) the providing Party intended for assistance and provided with the necessary equipment sufficient for conducting actions in zone of emergency situation;

"emergency situation" - the situation in certain territory which developed as a result of accident, technogenic and natural disaster, natural or other disaster which can entail or entailed the human victims, harm to human health or the surrounding environment, considerable material losses and violation of conditions of life activity of people;

"the prevention of emergency situation" - complex of the events held beforehand and directed to the greatest possible reduction of risk of emergence of emergency situation, and also to rescuing of life and preserving human health, decrease in the extent of damage to the surrounding environment and material losses in case of their origin;

"liquidation of emergency situation" - the rescue and other urgent works which are carried out in case of emergency situation and directed to rescuing of life and preserving human health, decrease in the extent of harm to the surrounding environment and material losses and also on localization of zone of emergency situation and cancellation of characteristic factors, dangerous to it;

"zone of emergency situation" - the territory in which there was emergency situation;

"wrecking" - actions for rescuing of life and preserving human health, protection of material and cultural values, the surrounding environment in zone of emergency situations, localizations of emergency situations and liquidation or to bringing to minimum possible level of characteristic factors, dangerous to them;

"equipment" - materials, technical and vehicles, equipment of group on assistance, including guard dogs, personal equipment of members of group, medicines and the medical equipment;

"providing materials" - the appliances intended for free distribution among the population injured with emergency situation.

Article 2. Authorized bodies

The parties for implementation of this agreement appoint authorized bodies:

from the Tajik side - Committee on emergency situations and civil defense under the Government of the Republic of Tajikistan;

from the Uzbek side - the Ministry of Emergency Situations of the Republic of Uzbekistan.

In case of appointment of others or changes in the name of the existing authorized bodies of the Party in writing notify each other on it through diplomatic channels.

Article 3. Forms of cooperation

Activities according to this agreement are performed according to national legal systems of the states of the Parties and caused by availability at each of the Parties of necessary means. The cooperation within this agreement provides:

organization and carrying out monitoring of dangerous technogenic and ecological processes, natural phenomena;

regular exchange of information about monitoring and forecasting of emergency situations of natural and technogenic nature;

experience exchange in the organization of preparation of the population for actions in emergency situations, including on first aid;

the organization and coordination of cooperation of the relevant state bodies in case of liquidation of emergency situations;

risk assessment for the surrounding environment and the population in connection with possible pollution as a result of industrial accidents, catastrophic crashes and natural disasters;

prevention and liquidation of natural disasters;

collaborative planning, development and implementation of scientific research projects, exchange of scientific and technical literature and results of research works;

exchange of information, periodicals, methodical and other literature, video and photographic materials, and also technologies in the field of the prevention and liquidation of emergency situations;

organization of joint conferences, seminars, working meetings, doctrines and trainings;

preparation of joint publications and reports;

exchange of trainees, teachers, scientists and specialists;

rendering mutual aid in case of liquidation of emergency situations;

rendering assistance in passing of the humanitarian aid following on the territory of the state of the Party from the third country or to the third country;

the organization and carrying out joint macroseismic surveys of effects of the earthquakes which arose in the cross-border territories;

other activities in the field of the prevention and liquidation of emergency situations which is approved by authorized bodies.

Article 4. Cooperation between the organizations and organizations

The parties, if necessary, help cooperation between the public institutions and the organizations, legal entities and physical persons of the states of the Parties performing activities in the field of the prevention and liquidation of emergency situations.
