About modification of Rules of investment of funds of the federal budget on bank deposits
The government of the Russian Federation decides:
Bring in the Rules of investment of funds of the federal budget on bank deposits approved by the order of the Government of the Russian Federation of December 24, 2011 No. 1121 "About procedure for investment of funds of the federal budget on bank deposits" (The Russian Federation Code, 2012, No. 1, Art. 161; 2013, No. 41, Art. 5200; 2015, No. 1, Art. 286; No. 16, Art. 2385; 2016, No. 20, Art. 2829; 2017, No. 28, Art. 4133; No. 34, Art. 5281), following changes:
a) in Item 2:
in the paragraph the second the subitem "v" of the word "stay under direct or indirect control" shall be replaced with words "availability at credit institution of own means (capital) in the amount of at least 100 billion rubles and stay under direct or indirect control";
third to state the paragraph in the following edition:
"availability of credit rating is not lower than the A-(RU) level on national rating scale for the Russian Federation of credit rating agency Analytical Credit Rating Agency (Joint-stock company) and credit rating not lower than the ruA-level on national rating scale for the Russian Federation of the credit Expert RA Rating Agency; Joint-stock company rating agency;
b) add with Item 2 (4) the following content:
"2(4). Means of the federal budget can be placed on bank deposits in the credit institutions conforming to requirements, stipulated in Item 2 these rules, except for requirements, established by the subitem "v" of Item 2 of these rules if credit institutions are referred to category of authorized banks according to the Federal Law "About the State Defense Order" and credit institutions are determined by the separate decision of the Government of the Russian Federation.";
c) in Item 12 of the word "and environment of the financial markets" to exclude.
