For the purpose of production incentive and export of products, enhancement of foreign economic activity I DECIDE:
1. Cancel quoting of oil export and oil products (codes according to the Commodity nomenclature of foreign economic activity of the Republic of Belarus 2709 00, 2710, 2712 10, 2713.
Determine that export out of limits of the Republic of Belarus specified oil and oil products is performed:
subjects of managing of the Republic of Belarus - producers of these products - according to the licenses granted by the Ministry of Foreign Affairs in coordination with the Belarusian state concern on oil and chemistry without registration of contracts;
other subjects of managing of the Republic of Belarus - without licenses with registration of contracts in the Ministry of Foreign Affairs.
2. Permit:
without registration of contracts export of hydrocarbon syryabenzol, styrene, phenol, aniline (codes according to the Commodity nomenclature of foreign economic activity 2902 20 000 0, 2902 50 000 0, 2907 11 000 0, 2921 41 000 0);
out of the established quotas without licenses and registration of contracts at the request of the owner and in coordination with the Belarusian state concern on oil and chemistry export by subjects hozyaystvovaniyaproizvoditel of nitrogen and phosphoric fertilizers of these products made by them from the raw materials and materials which are in property of the customer - the nonresident of the republic.
3. Bring the following changes and amendments in presidential decrees of the Republic of Belarus:
