"11) when carrying out offsetting of demands in reconvention according to the obligations following from service provision agreements of the international telecommunication including services of the international roaming, between the nonresident and the resident who are operators of the international telecommunication including if calculations between them are perfromed with participation of the specialized settlement organizations registered in the territories of state members of International union of telecommunication.".
