About introduction of amendments to the Agreement on Rules of determination of the country of goods' origin in the Commonwealth of Independent States of November 20, 2009

The governments of the State Parties of the Agreement on Rules of determination of the country of goods' origin in the Commonwealth of Independent States of November 20, 2009 (further – the Agreement) which further are referred to as with the Parties

agreed as follows:

Article 1

Bring in the Rules of determination of the country of goods' origin which are integral part of the Agreement (further – Rules), the following changes:

1. State Section 9 of Rules in the following edition:

"Section 9. Bases for failure to provide free trade regime

9.1. The customs authority of the country of import does not provide free trade regime in case of release of goods if:

requirements of Item 5.1 of these rules are not fulfilled;

it is not provided upon the demand of customs authority in the cases provided by the paragraph third Item 6. 1, and also paragraph third Item 6.2 of these rules, original certificate of the ST-1 form;

the provided certificate of the ST-1 form is completed with violations of requirements of Sections 7, 8 these rules;

the text of the declaration on goods origin does not correspond to the text stated in annex 5, being integral part of these rules;

in the submitted document on goods origin there are erasures and/or blots influencing reliability of data;

in the provided certificate the ST-1 forms are had the corrections which are not certified according to these rules or amendments;

the ST-1 forms which are put down in the certificate prints of seals and/or authorized signatures, and/or the address of authorized body, and/or the form of the provided certificate of the ST-1 form do not correspond to information and/or samples brought to customs authorities of the country of import by the State Party of the Agreement;
