About entering of amendments and changes into the Law of the Republic of Belarus "About physical culture and sport"

Article 1. Bring in the Law of the Republic of Belarus of January 4, 2014 "About physical culture and sport" (The national legal Internet portal of the Republic of Belarus, 21.01. 2014, 2/2123) following amendments and changes:

1. In Item 1 of Article 1:

after paragraph one to add Item with the paragraph of the following content:

"the fan – the physical person who is interested in achievement by athletes (teams of athletes) and other physical persons playing physical culture and sport, sports results and also the physical person who in case of stay in the venue of sports and mass action, the venue of sports competition is not their participant also otherwise is not involved in their carrying out, including in protection of public order and ensuring public safety, covering of sports and mass action, sports competition in mass media;";

paragraphs two – to consider the twenty ninth respectively paragraphs the third or thirtieth;

after the paragraph of third to add Item with the paragraph of the following content:

"the volunteer performing activities in the field of physical culture and sport (further – the volunteer), – the physical person which is voluntarily giving information and (or) organizational help to fans and other persons when holding sports and mass action or sports competition based on the non-paid civil agreement signed with the organizer of sports and mass action or the organizer of sports competition;";

the fourth or thirtieth to consider paragraphs respectively paragraphs the fifth – the thirty first;

after the paragraph of the fifth to add Item with paragraphs of the following content:

"persons performing activities in the field of physical culture and sport – legal entities (their associations) which are not the organizations of physical culture and sport which activities are directed to material, medical, personnel, educational and methodical, information, financial and other support in the field of physical culture and sport, and also the physical persons who are not athletes, trainers, other specialists in the field of physical culture and sport, giving help in the organization and (or) holding sports and mass actions, sports competitions, assistance to development of physical culture and sport;

the venue of sports and mass action (the venue of sports competition) – the territory of sports construction, and also the territories which are specially prepared for holding sports and mass action (sports competition) including sections of highways, the areas, streets, water objects;";

paragraphs of the sixth – to consider the thirty first respectively paragraphs the eighth – thirty third;

after the paragraph eight add Item with the paragraph of the following content:

"associations of fans – the public associations created on the basis of membership which main objectives of activities are support of the organizations of physical culture and sport, athletes (teams of athletes), other physical persons playing physical culture and sport and also forming of right obedient behavior of their members;";

the ninth – the thirtieth third to consider paragraphs respectively paragraphs the tenth – the thirty fourth;

in the paragraph the thirteenth "competitions" to replace the word with the word "actions";

after the paragraph of the eighteenth to add Item with the paragraph of the following content:

"the sports agent – the physical person registered as the individual entrepreneur, who had the corresponding training and performing based on the civil agreements signed with subjects of professional sport, representation of interests of subjects of professional sport in their relations with other subjects of physical culture and sport;";

the nineteenth – the thirty fourth to consider paragraphs respectively paragraphs the twentieth – the thirty fifth;

after the paragraph of the twenty first to add Item with the paragraph of the following content:

"sports result – certain result of participation of the athlete (team of athletes), other physical persons playing physical culture and sport, in sports and improving, sports and mass, sporting events, expressed in certain quantitative and (or) qualitative indexes;";

paragraphs of the twenty second – to consider the thirty fifth respectively paragraphs twenty third – the thirty sixth;

after the paragraph of the twenty fifth to add Item with the paragraph of the following content:

"the steward performing activities in the field of physical culture and sport (further – the steward), – the physical person who had the corresponding training concerning the organization and holding sports and mass action, sports competition and involved by the organizer of sports and mass action, the organizer of sports competition based on the civil agreement in assistance in the organization and (or) holding sports and mass action, sports competition;";

paragraphs of the twenty sixth – to consider the thirty sixth respectively paragraphs the twenty seventh – the thirty seventh;

in the paragraph the thirty first shall be replaced with words words of "cultural and material values" "the types of activity based on cultural and material values".

2. State Article 5 in the following edition:

"Article 5. Safety rules of training by physical culture and sport

1. When training safety rules of holding such occupations shall be followed by physical culture and sport.

2. Safety rules of training by physical culture and sport affirm Council of Ministers of the Republic of Belarus.

3. Physical culture and sport are established by safety rules of training:

the requirements to safety of training by physical culture and sport directed to creation of conditions on health protection, injury prevention, the organization of safety of occupations by physical culture and sport;

procedure, conditions of creation and approval of the act of readiness of sports construction for training by physical culture and sport, and also form of such act;

accounting treatment for sports injuries and investigation of the accidents which happened to athletes during sports preparation and also with other physical persons playing physical culture and sport during such occupations;

obligation of the organizations and individual entrepreneurs giving classes physical culture and sport on development and acceptance of the local regulatory legal acts regulating questions of safe training by physical culture and sport taking into account the direction them activities and sports, and also questions of carrying out with the physical persons playing physical culture and sport, instructing in safety issues of occupations physical culture and sport, prevention and injury prevention, first-aid treatment in case of accidents.".

3. Add Article 6 with words ", the European Olympic committees and Association of National Olympic Committees".

4. In Item 2 of Article 8:

the paragraph the fifth after the word to "sport" to add with the words "sports agents";

after the paragraph of the fifth to add Item with paragraphs of the following content:

"the volunteers, stewards, sponsors, advertisers performing activities in the field of physical culture and sport;

fans, associations of fans;
