About approval of the standard of the state service "Issue of the Approval Certificate of the Vehicle to Transportation of Dangerous Goods in the International Message"

1. Approve the enclosed standard of the state service "Issue of the Approval Certificate of the Vehicle to Transportation of Dangerous Goods in the International Message".

2. To provide to committee of transport of the Ministry for Investments and Development of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in paper and electronic view on the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printed publicity materials;

4) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of actions, according to subitems 1), 2), 3) and 4) this Item.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after twenty one calendar days after day of its first official publication.

Standard of the state service "Issue of the Approval Certificate of the Vehicle to Transportation of Dangerous Goods in the International Message"

Chapter 1. General provisions

1. The state service "Issue of the Approval Certificate of the Vehicle to Transportation of Dangerous Goods in the International Message" (further - the state service).

2. The standard of the state service is developed by the Ministry of the industry and infrastructure development of the Republic of Kazakhstan (further - the Ministry).

3. The state service appears territorial authorities of Committee of transport of the Ministry (further - the service provider).

Reception of an application and issue of result of rendering the state service is performed by means of the web portal of "the electronic government" www.egov.kz (further - the portal).

Chapter 2. Procedure for rendering the state service

4. The term of rendering the state service from the moment of the address of the applicant - 1 (one) working day.

5. Form of rendering the state service: electronic (completely automated).

6. Result of rendering the state service - the approval certificate of the vehicle to transportation of dangerous goods in the international message, or the motivated answer about refusal in rendering the state service in cases and on the bases, stipulated in Item 10 these standards of the state service.

The result of rendering the state service goes and kept in "personal account" of the uslugopoluchatel in electronic form signed by the EDS of the authorized person of the service provider.

7. The state service is rendered free of charge to physical persons and legal entities (further - uslugopoluchatel).

8. Working schedule:

1) the portal - round the clock, except for technical breaks in connection with carrying out repair work (in case of the address of uslugopoluchatel after the termination of on-duty time of the service provider, on the weekend and holidays according to the labor law of the Republic of Kazakhstan, reception of an application and issue of result of rendering the state service is performed the next working afternoon);

2) the service provider - Monday through Friday inclusive, from 9:00 to 17:30 o'clock, with lunch break from 13:00 till 14:30 o'clock, except days off (Saturday and Sunday) and holidays, according to the labor law of the Republic of Kazakhstan.

9. For rendering the state service the uslugopoluchatel submits the application, according to appendix 1 to this standard of the state service in electronic form, signed by the EDS of uslugopoluchatel.

Data on identity documents, on state registration (re-registration) of the individual entrepreneur or the legal entity, on vehicle registration used for transportation of dangerous goods are tightened from the corresponding state information systems through lock of "the electronic government".

Data on the diagnostic card are tightened from unified information system of obligatory technical inspection of mechanical conveyor means and trail cars to them.

Uslugopoluchatel agrees to use of the data which are the secret protected by the law, containing in information systems when rendering the state services if other is not provided by the laws of the Republic of Kazakhstan.

Reclamation from uslugopoluchatel of documents which can be received from information systems is not allowed.

When giving the uslugopoluchatel of the statement in "personal account" of uslugopoluchatel displays the status about acceptance of request for rendering the state service.

10. The basis for refusal in rendering the state service are:

1) establishment of unauthenticity of these (data) provided by uslugopoluchatel for receipt of the state service;
