Regulations on the federal state information system "Federal Situational Center of the Electronic Government"

1. The federal state information system "Federal Situational Center of the Electronic Government" (further - the Situational center) intends for improvement of quality of interaction of the information systems entering the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically (further - interaction infrastructure), and the information systems using interaction infrastructure and also for ensuring quality management of servicing of users of infrastructure of interaction, continuity and availability of services and services of infrastructure of interaction, forming of the reporting on its work, information security managements and incident managements in work of infrastructure of interaction.

2. Users of the Situational center are authorized representatives of operators (customers) and owners of the information systems using interaction infrastructure (further - participants of interaction).

3. Access to the Situational center is provided to participants of interaction after passing of the procedure of registration and authorization by them with use of the federal state information system "Single System of Identification and Authentication in the Infrastructure Providing Information and Technological Interaction of the Information Systems Used for Provision of the State and Municipal Services Electronically".

4. Information on procedure for receipt of access to the Situational center is public and is placed in the Situational center. All users of the Internet have access to the specified information.

5. The situational center is the main source of information on functioning of infrastructure of interaction and about implementation of electronic interaction of the information systems using interaction infrastructure and also about events (requests, incidents, messages) created by participants of interaction.

6. The situational center provides:

a) monitoring of functioning of infrastructure of interaction and monitoring of electronic interaction of the information systems using infrastructure of interaction, observance of the procedures provided by technical requirements to interaction of information systems in single system of interdepartmental electronic interaction and also the agreements signed according to Item 14 of the Regulations on single system of the interdepartmental electronic interaction approved by the order of the Government of the Russian Federation of September 8, 2010 No. 697 "About single system of interdepartmental electronic interaction";

b) provision of information and methodical support to participants of interaction;

c) monitoring of operability of electronic services of infrastructure of interaction and the information systems using interaction infrastructure including in single system of interdepartmental electronic interaction;

d) the automated check of operability of the main functions of infrastructure of interaction;

e) processing and possibility of carrying out information analysis about the events arising in case of electronic interaction;

e) acceptance, processing, storage of information obtained from the infrastructure of interaction and information systems using interaction infrastructure on parameters and processes of the specified systems performed in case of electronic interaction;

g) forming and publication of analytical reports;

h) demonstration of functionality of new versions of infrastructure of interaction, including when implementing electronic interaction with the information systems using interaction infrastructure;

i) complex testing and debugging of equipment rooms and software solutions and methods of transformation of infrastructure of interaction, including when implementing electronic interaction with the information systems using interaction infrastructure;

j) interaction of infrastructure of interaction, and also the information systems using interaction infrastructure with test (integration) circles of interaction infrastructure;

k) carrying out acceptance and preliminary tests of results of creation and development of infrastructure of interaction, including when implementing electronic interaction with the information systems using interaction infrastructure.

7. Use of the Situational center by participants of interaction whose information systems use interaction infrastructure is performed on a grant basis.

8. Features of use of the Situational center by separate bodies and organizations are determined within agreements between the Ministry of digital development, communication and mass communications of the Russian Federation and the bodies and the organizations which are operators of the information systems using interaction infrastructure.
