Approve the enclosed Administrative regulations of the Ministry of Internal Affairs of the Russian Federation on provision of the state service in issue of the conclusions about compliance of objects and rooms in which are performed the activities connected with drug trafficking, psychotropic substances and precursors entered in the List I, and (or) cultivation of the narcocontaining plants, to the established requirements to equipment of these objects and rooms technical means of protection <1>.

To the chief of Head department on control of drug trafficking of the Ministry of Internal Affairs of Russia, Ministers of Internal Affairs on the republics, chiefs of head departments, Departments of MIA of Russia for other subjects of the Russian Federation to organize studying and fulfillment of requirements of Administrative regulations.

3. Recognize not subject to application:

3.1. The order of FSKN of Russia of January 12, 2012 No. 9 "About approval of Administrative regulations of Federal Drug Control Service of the Russian Federation on provision of the state service in issue of the conclusions about compliance of objects and rooms in which are performed the activities connected with drug trafficking, psychotropic substances and precursors entered in the List I, and (or) cultivation of the narcocontaining plants, to the established requirements to equipment of these objects and rooms technical means of protection" <2>.

I. General provisions

Subject of regulation of regulations

1. The administrative regulations of the Ministry of Internal Affairs of the Russian Federation on provision of the state service in issue of the conclusions about compliance of objects and rooms in which are performed the activities connected with drug trafficking, psychotropic substances and precursors entered in the List I, and (or) cultivation of the narcocontaining plants, to the established requirements to equipment of these objects and rooms technical means of protection <1> establish terms and the sequence of ministerial procedures (actions) of officials of the territorial authorities of the Ministry of Internal Affairs of Russia performing provision of the state service, order of interaction between structural divisions and officials of the territorial authorities of the Ministry of Internal Affairs of Russia performing provision of the state service, and also order of interaction with applicants and other public authorities participating in provision of the state service in issue of the conclusions about compliance of objects and rooms in which are performed the activities connected with drug trafficking, psychotropic substances and precursors entered in the List I, and (or) cultivation of the narcocontaining plants, to the established requirements to equipment of these objects and rooms technical means of protection <2>.

2. Applicants on provision of the state service are the legal entities registered in accordance with the established procedure in the territory of the Russian Federation <1>, planning to perform (performing) in accordance with the legislation of the Russian Federation the activities connected with drug trafficking and the psychotropic substances included in the list of the drugs, psychotropic substances and their precursors which are subject to control in the Russian Federation, No. 681 <2> approved by the order of the Government of the Russian Federation of June 30, 1998, precursors of the drugs and psychotropic substances entered in the List I of the specified list, and (or) cultivation of the plants included in the list of plants containing drugs or psychotropic substances or their precursors and subject to control in the Russian Federation>, No. 934 <4> approved by the order of the Government of the Russian Federation of November 27, 2010, for use in the scientific, educational purposes and in expert activities <5>.
