About first-priority measures for ensuring the accelerated social and economic development of regions

thirdly, practice of assessment of the course of social and economic reforms is not based on the critical analysis of real situation on places, the most important, basic assessment is not given that how reached economic indicators have a positive impact on quality of life of the population. Isolation of republican state bodies from the territories does not allow to develop the proved and comprehensively thought over programs of social and economic development of the territories taking into account their specifics, the level of development and requirements;

fourthly, the operating mechanisms of forming and distribution of means Republican and local budgets, development and realization of investing programs do not provide the address, timely and balanced financing, first of all, of the most priority projects;

fifthly, the organization of purposeful work on implementation of the major programs of social and economic development of regions is often substituted for numerous meetings and unreasoned decisions made following the results.

For the purpose of unconditional realization of the tasks determined in the Strategy of actions by five priority directions of development of the Republic of Uzbekistan in 2017 - 2021, radical enhancement of forms and methods of the organization of work and the reporting, first of all, before the public, improvement of quality and level of living of the population, resolute eradication of manifestations of irresponsibility of heads of state bodies and full support of initiatives of public authorities on places:

1. Draw the attention of the Cabinet of Ministers, heads of bodies of the public and economic board, the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent, areas (cities) to massive faults in the organizations of execution of the actions and orders provided in decisions of the President of the Republic of Uzbekistan, and also lack of the expected results of the taken measures.

2. Accept offers of chambers of Oliy Majlis, the Cabinet of Ministers of the Republic of Uzbekistan, the Jokargi Kenes of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent on implementation of absolutely new system of the organization of works on places providing:

separation of the territories of the Republic of Karakalpakstan, areas, areas, cities into the sectors on complex social and economic development headed respectively by the chairman of the Jokargi Kenes of the Republic of Karakalpakstan, hokimama of areas and the city of Tashkent, areas (cities), heads of territorial authorities of prosecutor's office, internal affairs and the State Tax Service (further - sectors);
