The government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan which further are referred to as with the Parties
in view of the long-term interests of the states of the Parties in development of strategic cooperation enshrined in the Contract on eternal friendship between the Kyrgyz Republic and the Republic of Kazakhstan of April 8, 1997
recognizing importance of decisions of the Supreme Eurasian economic council at the level of heads of states of May 29, 2014 as No. 74 "About the actions plan ("road map") on accession of the Kyrgyz Republic to the Customs union of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation", and also of October 10, 2014 No. 75 "About the actions plan ("road map") on accession of the Kyrgyz Republic to common economic space of the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation taking into account forming of the Eurasian Economic Union" (further - road maps),
following the decision No. 2 of the Supreme Interstate council of the Kyrgyz Republic and the Republic of Kazakhstan "About development of economic cooperation between the Kyrgyz Republic and the Republic of Kazakhstan in the conditions of Eurasian integration", signed on November 7, 2014 in the city of Astana,
proceeding from interest in deepening of mutually beneficial cooperation and promotion on the way of Eurasian economic integration,
considering accession of the Kyrgyz Republic to the Agreement on the Eurasian Economic Union of May 29, 2014,
agreed as follows:
The Kazakhstan side for the purpose of assistance to processes of integration of the Kyrgyz Republic into the Eurasian Economic Union will give to the Kyrgyz side help equivalent to 100 million to US dollars.
The help specified in Article 1 of this agreement is provided to the Kyrgyz side on implementation of actions, provided by road maps, step by step and can be provided in the following forms: services, the equipment, goods, training, money according to separate protocols between the Parties on technical assistance.
The procedure for provision to the Kyrgyz side of the help, and also the mechanism of control of its realization is determined by the separate protocol between the Parties.
The disagreements and disputes connected using or interpretation of provisions of this agreement, are regulated by the Parties by consultations and negotiations.
If disagreements and disputes are not settled by the Parties within 6 months from receipt date through diplomatic channels of official written request for negotiation, directed one of the Parties, then the either party of dispute can transfer these disputes and disagreements for consideration in the Supreme Interstate council of the Kyrgyz Republic and the Republic of Kazakhstan.
By mutual consent of the Parties changes and additions which are integral parts of this agreement can be made to this agreement and are drawn up by the separate protocols which are becoming effective according to the procedure, provided in Article 6 of this agreement.
This agreement becomes effective from the date of receipt through diplomatic channels of the last of written notices of accomplishment of the interstate procedures by the Parties necessary for entry into force of this agreement and the protocol specified in Article 3 of this agreement.
This agreement terminates after accomplishment by the Parties of all obligations following from this agreement.
It is made in the city of St. Petersburg on December 26, 2016 in two authentic copies, everyone in the Kyrgyz, Kazakh and Russian languages, and all texts are equally authoritative.
