1. Approve the enclosed Rules of forming of the unified state register of experimental testimonies of the project documentation of capital construction projects.

b) since July 1, 2018 forming and maintaining the unified state register of experimental testimonies of the project documentation of capital construction projects with use of the state information system specified in the subitem "an" of this Item.

4. Determine that realization of the powers provided by this resolution is performed within the number of staff of employees of central office of the Ministry of Construction and Housing and Communal Services of the Russian Federation and budgetary appropriations provided to the Ministry in the federal budget on management and management in the field of the established functions established by the Government of the limiting Russian Federation.

5. Item 1 of this resolution becomes effective since July 1, 2018, Item 2 of this resolution becomes effective since January 1, 2018.

Rules of forming of the unified state register of experimental testimonies of the project documentation of capital construction projects

I. General provisions

1. These rules establish procedure for forming of the unified state register of experimental testimonies of the project documentation of capital construction projects (further - the register), including:

a) structure and the scope of information of the register, including the list of data, access to which is provided to all interested persons on free basis;

b) requirements to procedure and terms of inclusion in the register of data on experimental testimonies of the project documentation and (or) results of engineering researches the, including experimental testimonies by results of expert maintenance (further - examination) prepared by the bodies and the organizations specified regarding 3rd article 50.1 of the Town-planning code of the Russian Federation (further - the expert organizations), data on the standard project documentation, data on the prototype project solution, experimental testimonies of the project documentation and (or) results of engineering researches, including experimental testimonies by results of expert maintenance, and also the project documentation (part of the project documentation to which changes are made) and results of engineering researches by results of which consideration such conclusions are prepared (further respectively - data, documents).

2. In the register also documents in cases are not subject to inclusion of the data if the documents necessary for conducting state examination of the project documentation and (or) results of engineering researches contain the data which are the state secret.

3. Forming of the register is performed in electronic form with use of the state information system "Unified State Register of Experimental Testimonies of the Project Documentation of Capital Construction Projects".

4. Maintaining the register, including inclusion in the register (exception of the register) of data, performs the Ministry of Construction and Housing and Communal Services of the Russian Federation or determined by this Ministry subordinated to it state (budget or autonomous) organization (further - the operator).

II. Structure and scope of information of the register

5. The register joins data:

a) about experimental testimonies;

b) about the examination submitted for carrying out the project documentation (part of the project documentation to which changes are made) by results of which consideration experimental testimony, about the standard project documentation, about the prototype project solution is prepared;

c) about the results of engineering researches provided for conducting examination by results of which consideration experimental testimony is prepared.

6. Experimental testimonies and documents are integral part of the register.

7. For each experimental testimony in the register the Section which is identified by the unchangeable, not repeating in time and in the territory of the Russian Federation number of experimental testimony is created.

8. Each Section of the register includes the following subsections:

a) experimental testimony;

b) data about the examination submitted for carrying out the project documentation by results of which consideration experimental testimony is prepared;

c) data on the results of engineering researches provided for conducting examination by results of which consideration experimental testimony is prepared.

9. The subsection concerning experimental testimony joins the following data:

a) number of experimental testimony;

b) date of experimental testimony;

(1)) date of inclusion in the register of data on experimental testimony;

c) examination form (state examination or non-state examination);

d) data on object of examination (object type (project documentation and results of engineering researches, project documentation, results of engineering researches) and its name, work type (construction, reconstruction, major repair, asset demolition of capital construction, preserving object of cultural heritage);

e) result of the carried-out expertize (positive or negative experimental testimony);

e) data on the expert organization;
