About internal assessment of activities of structural divisions of state bodies of the executive authority of the Kyrgyz Republic, the city halls of the cities of Bishkek, Osh and offices of plenipotentiaries of the Government of the Kyrgyz Republic in areas

For the purpose of further enhancement of system of efficiency evaluation of activities of structural divisions of state bodies of the executive authority of the Kyrgyz Republic, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve Regulations on procedure for carrying out internal assessment of activities of structural divisions of state bodies of the executive authority of the Kyrgyz Republic, the city halls of the cities of Bishkek, Osh and offices of plenipotentiaries of the Government of the Kyrgyz Republic in areas according to appendix.

2. To the Ministry of Economics of the Kyrgyz Republic to hold the training seminars for state bodies of the executive authority of the Kyrgyz Republic, the city halls of the cities of Bishkek, Osh and offices of plenipotentiaries of the Government of the Kyrgyz Republic in areas on practical application of system of internal assessment of activities of their structural divisions.

3. Declare invalid the order of the Government of the Kyrgyz Republic "About internal assessment of activities of structural divisions of state bodies of the executive authority of the Kyrgyz Republic" of January 30, 2015 No. 32.

4. To impose control of execution of this resolution on the structural divisions of Government office of the Kyrgyz Republic supervising the relevant state bodies of the executive authority.

5. This resolution becomes effective after fifteen days from the date of official publication.

Regulations on procedure for carrying out internal assessment of activities of structural divisions of state bodies of the executive authority of the Kyrgyz Republic, city halls of the cities of Bishkek, Osh and offices of plenipotentiaries of the Government of the Kyrgyz Republic in areas

1. General provisions

1. This Provision determines procedure for carrying out internal assessment of activities of structural divisions of state bodies of the executive authority of the Kyrgyz Republic, the city halls of the cities of Bishkek, Osh and offices of plenipotentiaries of the Government of the Kyrgyz Republic in areas (further - bodies).

2. The structural divisions of central office, subordinated and territorial subdivisions of bodies supervised by one of their heads and which activities are directly directed to achievement of external results are subject to assessment.

3. Action of this provision does not extend to assessment of activities of the state bodies knowing questions of defense and homeland security.

4. Principles of evaluating activities of structural divisions of bodies:

- objectivity and use of documentary data;

- transparency, openness of procedures and availability of data of assessment;

- regular evaluating at the scheduled time;

- encouragement of structural divisions for achievement of good results.

5. Tasks of evaluating activities of structural divisions of bodies:

- planning of activities on the basis of the annual plan of body and the plan of actions/obligations of his head;

- determination of degree of their contribution to goal achievement and tasks of body and plan of actions/obligations of his head;

- comparison of effectiveness of activities of structural divisions;

- increase in personnel capacity of structural divisions;

- development of professional activity and initiative of structural divisions;

- providing performing and labor discipline;

- development of suggestions for improvement of activities of body, including its organizational structure.

6. Evaluating activities of structural divisions will be organized by the secretary of state/chief of staff of body.

7. Results of assessment are considered in case of acceptance of the following management decisions:

- adjustment of work plans of structural divisions;

- determination of rating of structural divisions on effectiveness of activities;

- financial and non-material incentive of structural divisions;

- increase in personnel capacity of structural divisions;

- assessment of activities of heads of structural divisions;

- enhancement of activities of structural divisions.

8. Assessment of activities of structural divisions is carried out on the basis of the list of indicators of assessment, indicators and their weight in points according to table 1.
