About approval of Provisions about governmental and the territorial commissions on the prevention and liquidation of emergency situations

In pursuance of the Presidential decree of the Republic of Uzbekistan of June 1, 2017 No. UP-5066 "About measures for radical increase in system effectiveness of the prevention and liquidation of emergency situations", and also for the purpose of ensuring effective management with works on the prevention and liquidation of emergency situations the Cabinet of Ministers decides:

1. Approve:

Regulations on Government commission according to the prevention and liquidation of emergency situations according to appendix No. 1;

Regulations on the territorial commissions on the prevention and liquidation of emergency situations according to appendix No. 2.

2. To Council of Ministers of the Republic of Karakalpakstan, hokima of areas and city of Tashkent:

in two-month time to organize meetings of the commissions and to approve plans of their works until the end of 2017;

monthly to the 10th day of the next month to provide information on condition of execution of its decisions in working body of Government commission.

3. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the chairman of the board of JSC Uzbekiston temir yullari A. Zh. Ramatov.

Regulations on Government commission according to the prevention and liquidation of emergency situations

Chapter 1. General provisions

1. This Provision determines tasks, functions, the rights and obligations, and also procedure for functioning of Government commission by the prevention and liquidation of emergency situations (further - the Commission).

2. The commission is collegiate organ which members affirm the Presidential decree of the Republic of Uzbekistan.

3. The commission performs the activities according to the Constitution and the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, this Provision and other acts of the legislation.

4. The decisions of the Commission made within its competence are obligatory for execution of the public and economic board by bodies, executive bodies on places and other organizations, and also citizens.

5. The commission exercises coordination and control of activities of the territorial commissions on the prevention and liquidation of emergency situations of the Republic of Karakalpakstan, the areas, the city of Tashkent which are their part of the cities and areas.

Chapter 2. Tasks of the Commission

6. Tasks of the Commission are:

determination of the main directions of enhancement and further development of the State system of the prevention and actions in emergency situations (further - GSChS);

consideration of the most important issues of protection of the population and the territories from emergency situations, preparation of offers and determination of tasks to the ministries, departments, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, the city of Tashkent, and also cities and areas of their decision;

the organization and annual carrying out months of civil protection (during the spring period) and protection of the population and the territories against the emergency situations (during the autumn period) directed to increase in efficiency of preventive actions from emergency situations;

coordination of activities of bodies of the public and economic board, public authorities on places, self-government institutions of citizens concerning social and economic and legal protection, medical rehabilitation of citizens, injured accidents, catastrophic crashes, natural and other disasters, and also persons who were taking part in liquidation of emergency situations;

ensuring creation of the state reserves of financial and material resources, and also development of offers on their use for the purposes of the prevention and liquidation of emergency situations;

determination of the main directions of international cooperation in the field of the prevention and liquidation of emergency situations.

The commission and its members bear responsibility for accomplishment of the tasks assigned to them in accordance with the established procedure.

Chapter 3. Functions of the Commission

7. The commission for the purpose of accomplishment of the tasks assigned to it performs the following functions:

develops offers on further enhancement of activities of GSChS, and also regulatory legal acts in the field of the prevention and liquidation of emergency situations;

considers forecasts of emergency situations, will organize development and implementation of measures, directed to the prevention and liquidation of emergency situations;

considers drafts of target and scientific and technical programs in the field of the prevention and liquidation of emergency situations and prepares offers on their realization;

annually develops and realizes within months of civil protection, and also protection of the population and the territories from emergency situations complex actions for protection of the population and the territories from emergency situations of natural and technogenic nature;

hears reports of bodies of the public and economic board, public authorities on places and other organizations included in GSChS about accomplishment of the main actions in the sphere of the prevention and liquidation of emergency situations;

considers analytical materials, drafts of the plan of the main actions of GSChS for protection of the population and the territories from emergency situations of natural and technogenic nature for their introduction in accordance with the established procedure to the Chief of civil protection of the republic;

considers questions of attraction in accordance with the established procedure of forces and means of GSChS to the organization and holding actions for the prevention and liquidation of emergency situations;

considers, makes offers in the Cabinet of Ministers of the Republic of Uzbekistan and coordinates accomplishment by the ministries, departments, Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, cities, areas and the organizations of measures for social and economic and legal protection, medical rehabilitation of citizens, injured accidents, catastrophic crashes, natural and other disasters, and also persons who were taking part in liquidation of emergency situations;

develops offers and provides creation and target use of the state reserves of financial and material resources for the prevention and liquidation of emergency situations;
