About the organization of activities of the State inspectorate for supervision of quality of education under the Cabinet of Ministers of the Republic of Uzbekistan

According to the laws of the Republic of Uzbekistan "About education" and "About the national program of training", and also the resolution of the President of the Republic of Uzbekistan of April 20, 2017 No. PP-2909 "About measures for further development of system of the higher education", for the purpose of ensuring high level of educational process according to requirements of the reforms undertaken in social and economic spheres and also further enhancement of quality control of education in system of life-long education, carrying out state policy in the sphere of control of quality of training of personnel and objective efficiency evaluation of educational process the Cabinet of Ministers decides:

1. Take into consideration that according to the resolution of the President of the Republic of Uzbekistan of April 20, 2017 No. PP-2909 "About measures for further development of system of the higher education" creates the State inspectorate for supervision of quality of education under the Cabinet of Ministers of the Republic of Uzbekistan (further - the State inspection) based on Management on control of quality of training of personnel, certification of pedagogical personnel and educational institutions of the State center of testing.

2. Determine the main objectives of the State inspection:

realization of state policy in the field of control of quality of educational and educational process, the faculty, preparation and advanced training of personnel, assignments of qualification categories to pedagogical personnel of education system;

carrying out certification and the state accreditation of educational institutions irrespective of their departmental subordination and forms of business;

analysis of compliance of knowledge of pupils, students and listeners to the state educational standards, state requirements and qualification requirements of the Republic of Uzbekistan, determination of rating of educational institutions;

issue of licenses by non-state educational institution by the Commission on licensing of activities of non-state educational institutions of the Cabinet of Ministers of the Republic of Uzbekistan as working body;

the organization of recognition and nostrification (equivalence establishment the) of education documents issued in foreign countries;

conducting examination of the documents submitted for issue of permissions to foreign educational institutions to the right of conducting educational activities in the territory of the republic;

putting down of apostille on the official documents issued by the organizations of education and science;

creation and official announcement of rating of educational institutions of the Republic of Uzbekistan;

ensuring participation of the Republic of Uzbekistan in the international programs and researches on assessment of level of knowledge of pupils;

cooperation with the leading world rating organizations and rendering comprehensive assistance to domestic highest educational institutions on their inclusion in ratings.

3. Approve Regulations on the State inspectorate for supervision of quality of education under the Cabinet of Ministers of the Republic of Uzbekistan according to appendix No. 1.
