About further enhancement of activities of the State center of testing under the Cabinet of Ministers of the Republic of Uzbekistan
According to the laws of the Republic of Uzbekistan "About education" and "About the national program for training", and also the resolution of the President of the Republic of Uzbekistan of April 20, 2017 No. PP-2909 "About measures for further development of system of the higher education", for the purpose of acceptance in educational institutions of the republic of gifted pupils by conducting tests the Cabinet of Ministers decides:
1. Determine the main objectives of the State center of testing under the Cabinet of Ministers of the Republic of Uzbekistan (further - the State center of testing):
carrying out state policy in the field of test selection in case of acceptance in educational institutions of the republic;
ensuring objectivity, reliability and justice of results of testing;
forming of base of test tasks, enhancement of means of pedagogical measurement;
organization and conducting tests, coordination of this process, edition of test materials, analysis of results of tests;
development of national system of assessment of level of proficiency in foreign languages.
2. Confer on the director of the State center of testing responsibility for ensuring high-quality conducting introductory tests in educational institutions.
3. Approve Regulations on the State center of testing under the Cabinet of Ministers of the Republic of Uzbekistan and its structure according to appendices No. No. 1, 2.
Establish the total extreme number of managerial personnel of the State center of testing under the Cabinet of Ministers of the Republic of Uzbekistan in number of 72 units.
Provide to the director of the State center of testing under the Cabinet of Ministers of the Republic of Uzbekistan the right to make, if necessary, changes to structure of the Center within the established total number in coordination with the relevant information analysis department of the Cabinet of Ministers of the Republic of Uzbekistan.
4. Determine sources of financing of activities of the State center of testing:
means of the Government budget of the Republic of Uzbekistan;
means of sponsors - physical persons and legal entities, residents and nonresidents of the Republic of Uzbekistan;
other sources which are not forbidden by the legislation.
5. To the Ministry of Finance of the Republic of Uzbekistan to allocate to the State center of testing limit for maintenance of 4 cars including 2 - attached 1 - the person on duty and 1 - special.
6. Place the State center of testing for the address: Tashkent, Yunusabadsky district, Ulitsa Bogishamol, house 12.
7. To the state center of testing together with the interested ministries and departments to bring the normative legal documents accepted by them into accord with this resolution in a month.
8. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 3.
9. To impose control of execution of this resolution on Information analysis department concerning education, science and youth policy of the Cabinet of Ministers of the Republic of Uzbekistan.

7. The center is legal entity, has seal with the image of the State Emblem of the Republic of Uzbekistan and the name in state language, separate balance, bank accounts and treasurer personal accounts in Treasury of the Ministry of Finance of the Republic of Uzbekistan.
8. The main objectives of the Center are:
carrying out State policy in the field of test selection in case of acceptance in educational institutions of the republic;
ensuring objectivity and reliability of results of introductory tests in educational institutions;
forming of base of test materials, enhancement of means of pedagogical measurement;
organization and conducting tests, coordination of this process, edition of test materials, analysis of results of tests;
development of national system of assessment of level of proficiency in foreign languages.
9. The center for accomplishment of the tasks assigned to it performs the following functions:
a) in the sphere of carrying out state policy in the field of test selection in case of acceptance in educational institutions:
forming of databank of highly skilled experts in general education and special objects;
development of means of pedagogical measurement, methodical instructions about procedure for conducting examination, the organization of seminars for experts in testologiya bases;
development of test materials in objects which level of complexity conforms to the state educational standards;
carrying out statistic analysis of bank of test materials and their enhancement following the results of tests on the basis of special programs;
enhancement of technology of forming of bank of test materials on the basis of studying of the best foreign practices;
forming of bank of test materials for the final stage of the republican Olympic Games in general education objects;
