About measures for radical enhancement of activities of divisions of protection of law-enforcement bodies of the Republic of Uzbekistan

According to the Presidential decree of the Republic of Uzbekistan of April 10, 2017 No. UP-5005 "About Measures for Radical Increase in Efficiency of Activities of Law-enforcement Bodies, Strengthening of Their Responsibility for Ensuring Public Order, Reliable Protection of the Rights, Freedoms and Legitimate Interests of Citizens", and also for the purpose of further increase in efficiency of activities of law-enforcement bodies in the field of protection of property of the Cabinet of Ministers physical persons and legal entities decides:

1. Consider the most important activities of the Ministry of Internal Affairs of the Republic of Uzbekistan and its territorial subdivisions in the field of increase in efficiency of protection of property and objects:

the first - realization of state policy in the field of the organization of protection of the state, especially important, categorized and other objects, and also property of physical persons and legal entities;

the second - ensuring availability of the provided security and other services by expansion of types of protection, implementation of the latest technologies in activities of security service;

third - implementation of efficient system of promotion and coordination of the access and inside control of the protected objects, and also objects of departmental protection;

the fourth - enhancement of the mechanism of prevention of offenses on the protected objects, prevention of crimes by interaction with public associations, bodies self-managements of citizens and other institutes of civil society;

the fifth - acceptance of the complex measures aimed at the development of system of ensuring protection of objects of bodies of the public and economic board, the legal entities who are their part and also state-financed organizations, coordination and inspection of activities of departmental protection;

the sixth - implementation of modern information and communication and security technologies to the sphere of safety of the protected objects, and also rendering security services to physical persons and legal entities, carrying out single technical policy in this direction.

2. Approve:

Regulations on security service of law-enforcement bodies of the Republic of Uzbekistan according to appendix No. 1;

Regulations on Head department of protection of the Ministry of Internal Affairs of the Republic of Uzbekistan according to appendix No. 2;

organizational structure of security service of law-enforcement bodies of the Republic of Uzbekistan according to appendix No. 3;

structure of Head department of protection of the Ministry of Internal Affairs of the Republic of Uzbekistan according to appendix No. 4;

standard structure of managements of protection of the Ministry of Internal Affairs of the Republic of Karakalpakstan, Main Department of Internal Affairs of the city of Tashkent, the Departments of Internal Affairs of areas according to appendix No. 5;

standard structure of detached battalion (group) of managements of protection of the Ministry of Internal Affairs of the Republic of Karakalpakstan, Main Department of Internal Affairs of the city of Tashkent, the Departments of Internal Affairs of areas according to appendix No. 6;

standard structure of departments (departments) of protection of district (city) managements (departments) of internal affairs of the Ministry of Internal Affairs of the Republic of Karakalpakstan, Main Department of Internal Affairs of the city of Tashkent and the Departments of Internal Affairs of areas according to appendix No. 7.

3. Grant to the Minister of Internal Affairs of the Republic of Uzbekistan the right:

make in accordance with the established procedure changes to structure of Head department of protection of the Ministry of Internal Affairs of the Republic of Uzbekistan and its territorial subdivisions within their general number of staff;

enter in coordination with the Ministry of Finance of the Republic of Uzbekistan in Head department of protection of the Ministry of Internal Affairs of the Republic of Uzbekistan established posts at the expense of the means arriving according to service provision agreements in the field of protection of property and objects.

4. To the Ministry of Internal Affairs of the Republic of Uzbekistan:

till September 1, 2017 together with the Ministry of Finance to review rates on rendering security services, taking into account their decrease and the acceptability for the purpose of ensuring availability of the services rendered by divisions of security service;

together with the physical persons and legal entities which signed the contract for rendering security services to take measures for the organization of system of protection, with implementation, modern information and communication technologies;

in three-months time together with the interested ministries to bring the regulatory legal acts adopted by them into accord with this resolution.

5. Make changes to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 8.
