About safety of critical information infrastructure of the Russian Federation

This Federal Law governs the relations in the field of safety of critical information infrastructure of the Russian Federation (further also - critical information infrastructure) for the purpose of its steady functioning when carrying out concerning its computer attacks.
For the purposes of this Federal Law the following basic concepts are used:
1) automated control system - complex program and the software and hardware intended for control of processing and (or) production equipment (actuation mechanisms) and the processes made by them, and also for management such by the equipment and processes;
2) safety of critical information infrastructure - the condition of security of critical information infrastructure providing it steady functioning when carrying out concerning its computer attacks;
3) significant object of critical information infrastructure - object of critical information infrastructure to which one of categories of the importance is appropriated and which is included in the register of significant objects of critical information infrastructure;
4) the computer attack - purposeful impact program and (or) software and hardware on objects of critical information infrastructure, networks of telecommunication used for the organization of interaction of such objects, for the purpose of violation and (or) the termination of their functioning and (or) creation of safety hazard of information processed by such objects;
5) computer incident - the fact of violation and (or) termination of functioning of object of critical information infrastructure, network of telecommunication used for the organization of interaction of such objects, and (or) violations of safety of information processed by such object including which resulted from the computer attack;
6) critical information infrastructure - objects of critical information infrastructure, and also networks of telecommunication used for the organization of interaction of such objects;
7) objects of critical information infrastructure - information systems, information and telecommunication networks, automated control systems of subjects of critical information infrastructure;
8) subjects of critical information infrastructure - state bodies, public institutions, the Russian legal persons and (or) individual entrepreneurs to whom on the property right, leases or on other legal cause belong the information systems, information and telecommunication networks, automated control systems functioning in the field of health care, science, transport, communication, power, the bank sphere and other spheres of the financial market, fuel and energy complex in the field of atomic energy, the defense, space-rocket, mining, metallurgical and chemical industry, the Russian legal entities and (or) individual entrepreneurs who provide interaction of the specified systems or networks.
