In pursuance of the resolution of the President of the Republic of Uzbekistan of April 18, 2017 No. PP-2897 "About measures for the organization of activities of the State committee of the Republic of Uzbekistan for assistance to the privatized companies and development of the competition" and for the purpose of enhancement of procedure for monitoring of the course of implementation of the investment projects performed based on the floor spaces which are earlier privatized incomplete by construction of facilities and not used, the Cabinet of Ministers decides:

1. Approve Regulations on procedure for monitoring of the course of implementation of the investment projects performed based on the floor spaces which are earlier privatized incomplete by construction of facilities and not used, according to appendix.

2. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan D.A.Kuchkarov.

Regulations on procedure for monitoring of the course of implementation of the investment projects performed based on the floor spaces which are earlier privatized incomplete by construction of facilities and not used

Chapter 1. General provisions

1. This Provision determines procedure for monitoring of the course of implementation of the investment projects performed based on the floor spaces which are earlier privatized incomplete by construction of facilities and not used.

Requirements of this provision do not extend to the objects provided to legal entities and physical persons in connection with withdrawal of their parcels of land for the state and social needs.

2. In this Provision the following basic concepts are applied:

the interdepartmental commission - the interdepartmental commissions on inventory count and identification incomplete construction of facilities and not used floor spaces, No. PP-2796 created according to the resolution of the President of the Republic of Uzbekistan of February 23, 2017 "About measures for further stimulation of use by entrepreneurs of floor spaces";

working body - territorial authorities of the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition;

earlier privatized objects - buildings, non-residential premises and incomplete construction the real estate units transferred by the state to private property (including transfer to the authorized capital, realization and alienation in other ways), irrespective of the subsequent shift of owners;

not used floor spaces - earlier privatized buildings and non-residential premises which more than 50 percent of total area (within contour of one building or the non-residential premise) are not involved in production of goods (works, services) for the last 12 months;

incomplete construction objects - earlier privatized real estate units which construction is not complete in the normative time established by the design estimates, and in case of lack of the established normative term of construction - within 24 months from start date of construction;

initiators of projects are the owners of earlier privatized objects realizing investment projects based on the floor spaces privatized incomplete by construction of facilities and not used;

investment projects - projects on the production organizations of products or objects of service industry with introduction of investments and creation of workplaces implemented based on the floor spaces privatized incomplete by construction of facilities and not used, approved by the interdepartmental commission;

the responsible organizations - the organizations participating in carrying out monitoring of the course of implementation of investment projects and providing information in working body according to this Provision.

Chapter 2. Procedure for conducting monitoring of implementation of investment projects

3. The working body conducts monitoring of the course of implementation of the investment projects developed and approved by the interdepartmental commissions and commercial banks together with initiators of projects according to the resolution of the President of the Republic of Uzbekistan of February 23, 2017 No. PP-2796 "About measures for further stimulation of use by entrepreneurs of floor spaces".

4. Within carrying out monitoring of implementation of investment projects working body:

records implementable investment projects with indication of parameters of investment projects;

analyzes and generalizes information on the course of implementation of investment projects represented by initiators of projects and the responsible organizations;

enters information on results of monitoring of the course of implementation of investment projects in the interdepartmental commission;

coordinates activities of state bodies concerning assistance to the privatized companies.

5. For conducting monitoring of the course of implementation of investment projects initiators of projects and the responsible organizations monthly, no later than the third following reporting provide the following information in working body:

initiators of projects - information on financing and work progress on implementation of investment projects, including the provided financial and economic parameters on the investment project for date of submission of information, according to appendix No. 1 to this Provision;

commercial banks - information on financing (allocation of the credits) of investment projects according to appendix No. 2 to this Provision;

the State Tax Administrations of the Republic of Karakalpakstan, areas and the city of Tashkent - information on implementation of financial and economic activities of initiators of projects according to appendix No. 3 to this Provision.

6. Upon completion of implementation of the investment project the initiator of the project provides in working body information on complete implementation of investment projects with indication of accomplishment of forecast parameters of the project on the volumes of investment, productions (works, services), export (in the presence) and to quantity of new workplaces.

7. After completion of implementation of the investment project the responsible organizations provide the following information in working body:

khokimiyats of areas (cities) in three-day time - information on the made decision of hokim of the area (city) on approval of the acceptance act in operation finished by asset construction;
