About the technical regulation of the Eurasian Economic Union "About requirements to fire safety and fire extinguishing devices"

1. Accept the enclosed technical regulation of the Eurasian Economic Union "About requirements to fire safety and fire extinguishing devices" (TR EEU 043/2017).

2. Determine that the technical regulation of the Eurasian Economic Union "About requirements to fire safety and fire extinguishing devices" (TR EEU 043/2017) becomes effective since January 1, 2020

3. This Decision shall enter into force upon the expiry of 30 calendar days from the date of its official publication.

Technical regulation of the Eurasian Economic Union "About requirements to fire safety and fire extinguishing devices" (TR EEU 043/2017)

I. Scope

1. This technical regulation is developed for the purpose of protection of life and (or) health of the person, property and the environment against the fires, and also for the prevention of the actions misleading consumers.

2. This technical regulation establishes obligatory for application and execution in the territories of state members of the Eurasian Economic Union (further respectively – state members, the Union) requirements to fire safety and fire extinguishing devices, and also requirements to marking of these means for ensuring their free movement in the territories of state members.

3. This technical regulation extends to the fire safety and fire extinguishing devices intended

for prevention, decrease in risk of origin, restriction of development of the fire and distribution of its dangerous factors, for fire extinguishing, rescuing of people, protection of life and (or) health of the person, property and the environment against the fire, and also for decrease in risk of damnification and (or) causing damage owing to the fire.

4. The list of objects of technical regulation to which requirements of this technical regulation extend including schemes of confirmation of conformity, is given in appendix to this technical regulation.

5. If concerning fire safety and fire extinguishing devices other technical regulations of the Union (Customs union) establishing requirements to these means are accepted and became effective, such fire safety and fire extinguishing devices shall conform to requirements of all become effective technical regulations of the Union (Customs union) which action extends to them.

II. Basic concepts

6. For the purposes of application of this technical regulation concepts which mean the following are used:

"the respiratory device" – individual protection equipment of respiratory organs and sight;

"mouldings for electrical-installation" – accessories for electrical-installation with the cross section of various geometrical form intended for laying of cables and wires (pipes, trays, box);

"fire-escape" – portable means for raising of firefighters and the equipment on upper floors of buildings for fire extinguishing and rescuing of people from high-rise levels which is structurally consisting of two parallel vertical bowstrings which are strictly connected by cross basic steps;

"mobile fire extinguishing means" – the transport or transported fire machines (fire trucks, all-terrain vehicles, planes, helicopters, trains, vessels, mobile robotic complexes, motor-pumps, motorcycles, ATVs, four-wheelers, tricycles), held for use staff of fire divisions in case of fire extinguishing and carrying out wrecking;

"robot vehicle" – remotely-controlled the operator mobile fire extinguishing means which performs functions of fire extinguishing and (or) other types of wrecking without direct participation (stay) of the person in the danger area;

"mobile robotic complex" – set of the robot vehicle, system of remote control and means of ensuring of operation of the robot;

"fire motor-pump" – mobile (trailing or portable) motor - pumping aggregate with the drive from the individual engine completed with fire technical equipment;

"the fire pump" – the hydraulic machine transforming mechanical energy of the drive engine to the energy of liquid creating flow of the liquid circle used for fire extinguishing;

"fire-fighting substance" – the substance having the physical and chemical properties allowing to create conditions for the blowout of flame;

"fire extinguisher" – the portable or portable device intended for suppression of the seat of fire due to release of fire-fighting substance with manual delivery mode to the seat of fire and actuating;

"dangerous factors of the fire" – fire factors which impact can lead to injury, poisoning or death of the person and (or) to material damage;

"the fire annunciator" – the technical tool intended for the notification of people about the fire by means of giving of light, sound, speech signal (their combination) or other impact on sense organs of the person;

"seat of fire" – the place of initial emergence of the fire;

"emergency firefighting equipment" – the fire extinguishing means used for fight against the fire in initial stage of its development;

"the fire equipment" – the equipment which is part of communications of fire extinguishing, and also means of maintenance of this equipment;

"the fire announcer" – the technical tool intended for detection of the fire by means of control of changes of the physical parameters of the environment caused by the fire and (or) forming of signal of the fire;

"the fire announcer manual" – the technical tool intended for manual inclusion of signal of the fire;

"fireplug" – the set consisting of the valve of the firefighter locking, established on the fire pipeline and equipped with fire connecting head, and fire hose with manual trunk;

"fire case" – type of the fire stock intended for placement and ensuring safety of the fire safety and fire extinguishing devices applied during the fire, including remedies and rescuing of people, and also material values;

"limit of fire resistance of design (filling of apertures of fire-proof barriers)" – period from the beginning of fire impact in the conditions of standard testing before one of the conditions normalized for limiting this design;

"the device the reception and control firefighter" – the technical tool intended for acceptance and display of signals from the fire announcers and other devices interacting with this technical tool, control of integrity and functioning of communication lines between the technical tool and devices of light indication and the sound alarm system of events, forming of starting impulse of start of the monitor of the firefighter;

"the fire monitor" – the technical tool intended for control of actuation mechanisms of automatic means (systems) of fire protection, control of integrity of communication lines with these actuation mechanisms and operating mode of the managed system of fire automatic equipment;

"seller" – the legal entity or the physical person as the individual entrepreneur enabling the wholesale (retail) realization of fire safety and fire extinguishing devices to the consumer (user) and responsible for their compliance to requirements of technical regulations of the Union (Customs union) registered in the procedure established by the legislation of state member in its territory;
