About approval of the Regulations on health requirements to social services for persons with limited opportunities "The communal house", "The protected housing" and "Respiro"

Based on Item 1) article 9 of the Law No. 10-XVI of February 3, 2009 on the state supervision of public health (The official monitor of the Republic of Moldova, 2009, No. 67, the Art. 183), with subsequent changes and amendments, DECIDES: the Government

1. Approve Regulations on health requirements to social services for persons with limited opportunities "The communal house", "The protected housing" and "Respiro" (is applied).

2. To impose control over the implementation of this resolution on the Ministry of Health and the Ministry of Labour, Social Protection and Family.

Regulations on health requirements to social services for persons with limited opportunities "The communal house", "The protected housing" and "Respiro"

Chapter I. General provisions

1. The regulations on health requirements to social services for persons with limited opportunities "The communal house", "The protected housing" and "Respiro" (further – the Provision) establish requirements to hygiene and sanitary standards applied for the purpose of health protection of physically disabled people, ensuring their safety and wellbeing.

2. Suppliers of social service "Communal house", social service "The protected housing" and social service of "Respiro" (further – Service) are guided by requirements of this Provision in the course of the organization and provision of services, irrespective of pattern of ownership and subordination of Service.

Chapter II. Requirements for arrangement

3. The service is located in community and provides to persons with limited opportunities access to all means and resources: health care, education, employment, culture, leisure, sport, etc.

4. The arrangement of Service provides access to the next transportation network.

5. The room in which the Service is located represents the new or being in operation building (the house or the apartment). In case of the real estate which is in operation it will be adapted according to needs of beneficiaries.

6. Provision of the parcel of land for designing and construction of the real estate intended for Service is made based on the allowing documents approved by Service of the state supervision of public health, except for adjustments, caused by needs of beneficiaries.

7. Arrangement of the real estate and the adjacent parcel of land of Service is performed according to zone town-planning plans and do not differ from other institutions of inhabitants of community.

8. The territories, own and adjacent to Service, shall be net, well-groomed, safe, comfortable and appropriately adapted for requirements, connected with movement of people with limited athletic ability.

Chapter III. Requirements concerning arrangement and content of the real estate

9. The real estate provides to beneficiaries the reliable, available and comfortable circle, agrees provisions of the Regulating document NCM C.01.08 "Residential buildings", brought closer to the family circle.

10. Internal and external spaces of Service are appropriately adapted for needs of beneficiaries.

11. The service has bedrooms, drawing room, kitchen and the sanitary and hygienic nodes corresponding to number and needs of physically disabled people.

12. The service is equipped with the furniture and minimum necessary finishing of interior matching age and the individual need of physically disabled people.

13. General spaces are available to all beneficiaries of Service.

14. General spaces are used for recovery and social activities, work therapy, cultural and entertaining and sporting events, for acceptance of visitors and other types of activity of physically disabled people.

15. General spaces are equipped, equipped and adapted according to the nature and types of activity, with total and individual requirements of beneficiaries.

16. Internal and external spaces of Service are adequately lit.

17. The supplier of Service provides to beneficiaries temperature comfort, at least 18 °C in rooms public and in bedrooms. If temperature exceeds 30 °C, it is necessary to use mechanical fans.

18. The service can have the areas for masterful, agricultural activities, pass

farms and other types of activity which meet professional standards for the events held with beneficiaries, and also to regulations on labor protection.

19. The service has own rooms for actions in the fresh air or has open access to public places for actions in the fresh air.

20. The supplier of Service ensures safety of both beneficiaries, and service personnel.

Chapter IV. Requirements for personal space of the beneficiary in Service

21. The supplier of Service shall provide to the beneficiary the right to private life, the personal space and confidentiality which is brought closer to the family circle.

22. Each beneficiary of Service has personal space in bedroom, to his corresponding individual requirements, but at least 9 m 2, and persons using wheelchair – 10 sq.m.

23. In one bedroom no more than two physically disabled people on condition of observance of the minimum housing space for everyone can be placed.

24. The bedroom has the sufficient place for movement of the beneficiaries using wheelchair.

25. In each bedroom shall be:

1) the external window curtained by curtains or blinds;

2) on one bed for each beneficiary of Service;

3) case for clothes and personal belongings of beneficiaries;

4) the bed linen corresponding to season.

26. Each beneficiary has personal space in bedroom which can be locked in case of need where it can store money or other valuable things.

Chapter V. Requirements to sanitary and hygienic nodes

27. The service has the sanitary node (Amy) indoors adapted for individual needs of beneficiaries for wheelchair in case of need.

28. The bathroom is equipped with one toilet bowl on 6 beneficiaries.

29. The service has one bathing room / shower on 6 beneficiaries adapted for needs of the physically disabled people using wheelchair, as necessary.
