For the purpose of implementation of provisions of articles 117 and 120 of the Agreement on association between the Republic of Moldova, on the one hand, both the European Union and European Atomic Energy Community and their state members, on the other hand, accepted by the Law No. 112 of July 2, 2014. (The official monitor of the Republic of Moldova, 2014, Art. No. 185-199, 442), the Government DECIDES:

1. Approve the Framework regulations on support of the host country in emergency situations it (is applied).

2. Appoint Service of civil protection and emergency situations in subordination of the Ministry of Internal Affairs national contact Item on the organization of support of the host country.

The framework regulations on support of the host country in emergency situations

I. General provisions

1. The framework regulations on support of the host country in emergency situations (further - the Provision) establish rules of provision by the Republic of Moldova as the host country of support to the international teams / modules of reaction in the following cases:

1) establishment of rules on provision of support by the Republic of Moldova as the host country to the international teams / modules of reaction, in case of request the Government of the Republic of Moldova of international aid, for the purpose of mitigation of consequences of the emergency situations which happened in the Republic of Moldova by means of activation of the Mechanism of civil protection of the European Union or by the appeal to other international organizations or the states;

2) establishment of rules on provision by the Republic of Moldova as the transit state of support to the international teams / modules of reaction, in case of request other states of international aid for the purpose of mitigation of consequences of the emergency situations which happened in their territory in situation when the international teams / modules of reaction of other states providing the help cross the territory of the Republic of Moldova for arrival in the affected country and returns back;

2. For the purpose of this provision the following determinations are used:

the host country – the state, which:

1) accepts the international teams / modules of reaction recalled by other member countries of the Mechanism of civil protection of the European Union or other states for the purpose of mitigation of consequences of emergency situations;

2) the help in kind receives and/or other equipment / materials for mitigation of consequences of emergency situations;

3) gives to the international teams / modules of reaction help for crossing of the territory of the Republic of Moldova for the purpose of arrival in the state requesting international aid and also provides support for their return back;

the help in natural expression / donations – the goods and services or financial resources provided by the state Republic of Moldova according to the request about assistance for mitigation of consequences of emergency situations;

the requesting state – the state which was affected by emergency situation which requests international aid for mitigation of consequences of emergency situations;

the state offerer – the state which offers the help of the international teams / modules of reaction and/or other opportunities of reaction, including the help in kind;

the transit state – the state through which territory transportation of the provided help is performed;

the international team / the international module of reaction – the group created and equipped for the purpose of provision of international aid for mitigation of consequences of emergency situations;

The mechanism of civil protection of the European Union – is the operational tool which purpose – strengthening of cooperation between the European Union and state members and assistance of coordination in the field of civil protection for increase in efficiency of systems of the prevention, preparation and response to spontaneous and technogenic catastrophes.

the base of transactions - the place of dislocation of general staff of the international teams, the communication center, the place where conditions for rest, food, warehousings of the equipment are provided to team members, and also serves as shelter during transactions in the country which was affected by emergency situation;

the center of acceptance and sending teams (Reception and Departure Centre – RDC) - is created in entrance Items (the airports, land boundary transport, ports) to the affected country for acceptance of the international teams. The relevant centers will be organized from teams of the United Nations by assessment and coordination in cases of disasters or the first international team which arrived to the affected country which main function is simplification of procedures of entry into the country and further – departure from the affected country of members of the international teams of reaction which arrived for assistance. The centers of acceptance and sending teams work in cooperation with state bodies (Customs Service, Department of boundary police);
