1. These requirements establish complex of the actions aimed at providing anti-terrorist security of objects (territories) which owners are the Ministry of Agriculture of the Russian Federation, Federal Service for Veterinary and Phytosanitary Surveillance, Federal Agency for Fishery, their territorial authorities and the organizations subordinated to them (further - body (organization), and also objects (territories) relating to field of activity of the Ministry of Agriculture of the Russian Federation, Federal Service for Veterinary and Phytosanitary Surveillance and Federal Agency for Fishery.
For the purposes of these requirements objects (territories) are understood as complexes technologically and technically the buildings (structures, constructions) connected among themselves and systems, certain buildings (structures, constructions) and the territories adjoining to them.
2. Lists of objects (territories) which are subject to anti-terrorist protection are determined respectively by the Ministry of Agriculture of the Russian Federation, Federal Service for Veterinary and Phytosanitary Surveillance and Federal Agency for Fishery.
The specified lists in first-priority procedure join objects (territories) constituting chemical and biological danger and being crucial and potentially dangerous objects from threats of various nature.
Objects (territories) can not join in the specified lists if they are in the territories of the closed administrative-territorial educations.
3. The decision on inclusion of object (territory) in lists, stipulated in Item 2 these requirements, is accepted:
a) concerning the functioning (operated) objects (territories) - within 30 days from the date of approval of these requirements;
b) when commissioning new object (territory) - within 30 days from the date of the end of necessary actions for its commissioning.
4. Lists, stipulated in Item 2 these requirements, are the documents containing office information of limited distribution and have mark "For office use" if the security classification is not appropriated to them in accordance with the legislation of the Russian Federation.
5. These requirements do not extend:
a) on objects (territories) which are subject to obligatory protection by troops of national guard of the Russian Federation;
b) on the important state objects, particular loads, constructions on communications which are subject to protection by troops of national guard of the Russian Federation regarding their equipment technical means of protection, procedure for control of the equipment and operation of the specified technical means of protection;
c) on objects (territories), requirements to which anti-terrorist security are approved by other acts of the Government of the Russian Federation.
6. These requirements have general character concerning equipment of objects (territories) technical means of protection. The choice and equipping of objects (territories) specific types of means of technical reinforcement and technical means of protection are determined in the specification on equipment of objects (territories) by technical means of protection depending on category of objects (territories).
7. Responsibility for ensuring anti-terrorist security of objects (territories) is conferred:
a) on heads of bodies (organizations) concerning objects (territories) which are directly under authority of relevant organs (organizations);
b) on heads of the legal entities who are owners of objects (territories) relating to field of activity of the Ministry of Agriculture of the Russian Federation, Federal Service for Veterinary and Phytosanitary Surveillance and Federal Agency for Fishery (further - other legal entity), concerning objects (territories) which are directly under authority of the corresponding other legal entities;
c) on the officials performing management of activities of workers on objects (territories) (further - the head of object).
8. For direct accomplishment of actions for anti-terrorist security of object (territory) one of deputy managers of object can be appointed by the order of the head of object (further - the responsible person).
9. For the purpose of establishment of the differentiated requirements to ensuring anti-terrorist security of objects (territories) their categorization is performed.
Categorization of objects (territories) is performed taking into account the degree of threat to making on them to act of terrorism, scale of possible consequences of making of act of terrorism, assessment of condition of security of objects (territories), the importance of objects (territories) for infrastructure and life support, and also taking into account degree of potential danger of objects (territories).
10. The degree of threat to making of act of terrorism is determined based on data on situation around arrangement of object (territory), about the conducted and (or) prevented terrorist attacks concerning kategoriruyemy object (territory) or similar objects (territories), and also about the conducted and prevented terrorist attacks around arrangement of object (territory).
Possible consequences of making of act of terrorism are determined based on forecast indicators about the number of people who can die or receive harm to health, and also about possible material damage and damage to the surrounding environment.
11. The following categories of objects (territories) are established:
