About the state support of citizens for construction (reconstruction) of premises

For the purpose of enhancement of forms of the state support of citizens for construction (reconstruction) of premises:

1. Determine that:

1.1. subsidies for payment of part of interest for using the credits *, the issued banks on construction (reconstruction) of premises (further – subsidy for payment of part of percent), and subsidies for repayment of principal debt on these credits (further – subsidy for repayment of principal debt) are forms of the state support of citizens for construction (reconstruction) of premises;

* For the purposes of this Decree the credits are understood as the credits issued by banks on construction (reconstruction) of premises within the maximum normalized cost of premises determined according to subitem 1.13 of this Item, except for the soft credits granted to citizens according to the legislation.

1.2. the right to subsidy for payment of part of percent is granted staying on the registry of persons in need in housing improvement (except for recognized as persons in need in housing improvement on the additional bases provided by the organizations in collective agreements):

to the citizens listed in paragraphs the second or seventeenth to part one of subitem 1.1 of Item 1 of the Presidential decree of the Republic of Belarus of January 6, 2012 No. 13 "About some questions of provision to citizens of the state support for construction (reconstruction) or acquisition of premises";

to public prosecutor's workers, citizens from among the public prosecutor's workers dismissed from the public civil service in bodies of prosecutor's office for age, the state of health in connection with the reducing number or staff of workers (in connection with holding organizational and regular actions) having at least 5 calendar years of period of service on the public civil service in bodies of prosecutor's office;

to the needy citizens performing construction (reconstruction) of premises in settlements in the territory of the southeast region of the Mogilev region *;

* For the purposes of this Decree the southeast region of the Mogilev region is understood as the territory of Krichevsky, Klimovichsky, Krasnopolsky, Kostyukovichsky, Slavgorod, Cherikovsky and Hotimsky districts of the Mogilev region.

1.3. the extraordinary right to subsidy for payment of part of percent is had:

the citizens listed in paragraphs four, the fifth, seventh or twelfth to part one of subitem 1.1 of Item 1 of the Presidential decree of the Republic of Belarus of January 6, 2012 No. 13;

the citizens discharged from military service, services in the Investigative Committee, the State committee of judicial examinations, law-enforcement bodies, bodies of financial investigations of the State Control Committee, bodies and divisions on emergency situations (further – military service), the public civil service in bodies of prosecutor's office for age, the state of health, in connection with reducing number or staff of workers (in connection with holding organizational and regular actions), including exercised performing right on accounting of persons in need in housing improvement on place of residence within 6 months from the date of dismissal from military service, the public civil service in bodies of prosecutor's office;

orphan children and children without parental support on whom the decision on emancipation is made or which married, persons from among orphan children and children without parental support;

the citizens staying on the registry needing housing improvement on place of residence in the regional centers and Minsk and performing construction (reconstruction) of premises in settlements with population to 20 thousand people;

1.4. the right to subsidy for repayment of principal debt together with receipt of subsidy for payment of part of percent is granted:

to the large families having three and more children aged up to 23 years listed in paragraph three of Item 3 of this Decree;

to young families from among persons listed in paragraphs the second, the third, fifth, ninth or sixteenth part one of subitem 1.1 of Item 1 of the Presidential decree of the Republic of Belarus of January 6, 2012 No. 13, the paragraphs the third and fourth subitem 1.2 of this Item relating to needy citizens for date of filing of application about provision of subsidy for payment of part of percent (the statement for inclusion in lists on receipt of subsidy for payment of part of percent in case of approval of the specified lists according to part two of subitem 1.14 of this Item), – in case of the birth (adoption, adoption) of the first and (or) second child after decision making about provision of subsidy for payment of part of percent;

to orphan children and children without parental support on whom the decision on emancipation is made or which married, to persons from among orphan children and children without parental support;

to the citizens who are employers of the premises of social use of the state housing stock provided to them according to legal acts as to orphan children and children without parental support on whom the decision on emancipation is made or which married, to persons from among orphan children and children without parental support, – during effective period of the terminal agreement of hiring of premises of social use of the state housing stock signed with them;

to citizens as a part of whose families there are handicapped children, and also disabled people since the childhood of I and II groups;

1.5. the foreign citizens and persons without citizenship who are constantly living in the Republic of Belarus have the right to subsidy for payment of part of percent and subsidy for repayment of principal debt on an equal basis with citizens of the Republic of Belarus if other is not provided by the laws and international treaties of the Republic of Belarus.

Provision of subsidy for payment of part of percent and subsidy for repayment of principal debt is performed according to the procedure, determined by Council of Ministers of the Republic of Belarus, taking into account the procedure and conditions determined by the Presidential decree of the Republic of Belarus of January 6, 2012 No. 13, and the features established by this Decree;

1.6. the citizens having the right to subsidy for payment of part of percent and also the citizens having the right to subsidy for payment of part of percent and subsidy for repayment of principal debt (further if other is not established, - subsidies), have the right to use at their choice or subsidy for payment of part of percent (subsidies), or the state support according to the Presidential decree of the Republic of Belarus of January 6, 2012 No. 13;

1.7. the subsidy for payment of part of percent (subsidy) is provided to the citizens performing:
