1. Approve the enclosed Rules of registration of radio-electronic means and high-frequency devices of the state bodies and organizations used for needs of public authorities, for needs of defense of the country, safety of the state and providing law and order.

3. Determine that this resolution becomes effective after 6 months from the date of its official publication, except for Item 2, of this resolution which is becoming effective from the date of official publication.

Rules of registration of radio-electronic means and high-frequency devices of the state bodies and organizations used for needs of public authorities, for needs of defense of the country, safety of the state and providing law and order

1. These rules establish order of registration of radio-electronic means and high-frequency devices of the state bodies and organizations used for needs of public authorities, for needs of defense of the country, safety of the state and providing law and order, assignment (appointment) of radio frequencies (radio-frequency channels) by which perform federal executive body in the field of defense and federal executive body in the field of the state protection (further - radio-electronic means and high-frequency devices of the state appointment).

2. Registration of radio-electronic means and high-frequency devices of the state appointment is performed in notifying procedure by Federal Security Service of the Russian Federation and its territorial authorities (further - security service) for the purpose of ensuring identification in the territory of the Russian Federation of radio emissions of the transferring radio-electronic means and high-frequency devices which operation poses safety hazard of the Russian Federation, and radio emissions of the transferring radio-electronic means and high-frequency devices used in the illegal purposes.

3. Radio-electronic means and high-frequency devices of the state appointment according to the list of the radio-electronic means and high-frequency devices which are subject to registration, the approved order of the Government of the Russian Federation of October 20, 2021 No. 1800 "About order of registration of radio-electronic means and high-frequency devices" are subject to registration.

4. These rules do not extend to radio-electronic means and high-frequency devices of the civil appointment, on the ship radio stations used on ocean ships, inland navigation vessels and courts mixed (the river - the sea) swimmings, and also to the onboard radio stations used on aircrafts.

5. The basis for registration of radio-electronic means and high-frequency devices of the state appointment is the notification on use of radio-electronic means and high-frequency devices of the state appointment prepared by the state body or the organization having the document on adoption of the positive decision on assignment (appointment) as federal executive body in the field of defense or federal executive body in the field of the state protection of radio frequencies or radio-frequency channels.

6. The notification on use of radio-electronic means and high-frequency devices of the state appointment prepares in document type on paper on the form of state body or organization in a free form and is signed by the head of state body or organization.

7. Are applied to the notification on use of radio-electronic means and high-frequency devices of the state appointment:

a) data on work of radio-electronic means and high-frequency devices of the state appointment on form according to appendix No. 1;

b) the copy of the decision specified in Item 5 of these rules (the statement from the decision).

8. Data presentation forms of work of radio-electronic means and high-frequency devices of the state appointment are chosen depending on operating procedure and purpose of radio-electronic means and high-frequency devices of the state appointment.

9. Data on work of the radio-electronic means of the state appointment working as permanent or replaceable call signs at permanent or replaceable frequencies are represented in form according to appendix No. 2;

10. Data on work of radio relay, tropospheric and satellite radio-electronic means of the state appointment are represented in form according to appendix No. 3;

11. Data on the pilot (modernized) samples of radio-electronic means and high-frequency devices of the state appointment are represented in form according to appendix No. 4;

12. Data on other high-frequency devices of the state appointment are represented in a free form.

13. The data presentation forms of work of radio-electronic means and high-frequency devices of the state appointment specified in Items 9 - 12 these rules, prepare in document type on paper and in the form of electronic documents on the electronic medium of information.

14. The notification on use of radio-electronic means and high-frequency devices of the state appointment, data presentation form of work of radio-electronic means and high-frequency devices of the state appointment specified in Items 9 - 12 these rules, and the copy of the decision specified in Item 5 of these rules (the statement from the decision), go state body or the organization no later than 20 working days from the date of receipt of the decision specified in Item 5 of these rules to security service.

15. Security service no later than 30 working days from the date of receipt of the notification on use of radio-electronic means and high-frequency devices of the state appointment registers radio-electronic means or high-frequency devices of the state appointment or sends to state body or the organization the motivated notification on refusal in such registration.

16. The basis for refusal in registration of radio-electronic means and high-frequency devices of the state appointment is:

a) discrepancy of forms of data presentation of work of radio-electronic means and high-frequency devices of the state appointment to the requirements established by these rules;

b) lack of the copy of the decision specified in Item 5 of these rules (the statement from the decision).
