RULES OF PROVISION OF SERVICES OF TELEGRAPH COMMUNICATION
1.1 Rules of provision of services of telegraph communication (daleepravil) are developed according to the Law on telecommunication, the Law on mail, the Marine life protection act of the rights of consumers, the Order of interaction of Operators of telecommunication in case of provision of services of telegraph communication between the CIS countries, the Republic Lithuania and the Republic Estonia, and also regulate the relations between the Operator and the user of services of telegraph communication.
1.2 Rules regulate the relations between the Operator and users of services of telegraph communication in the course of departure of telegrams by physical persons or legal entities, and also in the course of delivery of the telegrams addressed to legal entities or physical persons.
These rules are obligatory for Operators of telecommunication of the Republic of Moldova who provide services of telegraph communication, and also for users of these services.
The operator shall provide to the user, according to its requirement, unconditional access to these rules.
1.3 Activities of the Operator providing services of telegraph communication are regulated by international agreements, legislative and regulations of the Republic of Moldova, including:
- Law on telecommunication;
- Law on mail;
- Marine life protection act of the rights of consumers;
- These rules;
- License of the Operator;
- Other current laws, the normative and regulating acts in the field of elekrosvyaza and mail.
For the purpose of ensuring provision of services of telegraph communication the Operator signs contracts with Operators of mail services, and also with Operators of other countries. The signed agreements shall not contradict these rules.
1.4. Unmarked terms in these rules make sense which is determined by the Law on telecommunication and the Law on mail.
In these rules the following terms are designated:
Administration of telecommunication - the Ministry of Transport and Communications (MTS).
The national agency on regulation in the field of telecommunication and information science - body which regulates activities in the field of telecommunication and information science (NAREI).
The operator - the legal entity who provides services of telegraph communication.
The sender - legal entity or physical person which sends the telegram.
The addressee (receiver) - legal entity or physical person to which the telegram is addressed.
The point of departure - postal telegraph office or postal department where telegrams for departure are accepted.
Telegram destination - the address to which the Operator sends the telegram.
The telegram - the short text message which is sent or was sent with use of the equipment of telegraph communication.
The user - legal entity or physical person which sends or receives the telegram.
The conditional or reduced address - postal addresses in which some data are excluded or reduced.
Poste restante - special specifying which specifies that certain correspondence (except for the agenda) shall be received by the receiver in postal department.
1.5. Depending on destination and the point of departure users have the right to the following main services of telegraph communication:
a) internal telegram;
