About approval of the Regulations on the Center of specialized analytical control in the field of environmental protection under the State committee of the Republic of Uzbekistan on ecology and environmental protection

In pursuance of the resolution of the President of the Republic of Uzbekistan of April 21, 2017 "About measures for providing the organization of activities of the State committee of the Republic of Uzbekistan for ecology and environmental protection" and for the purpose of providing the effective organization of activities of the Center of specialized analytical control in the field of environmental protection under the State committee of the Republic of Uzbekistan on ecology and environmental protection the Cabinet of Ministers decides No. PP-2915:

1. Take into consideration that the Center of specialized analytical control in the field of environmental protection under the State committee of the Republic of Uzbekistan on ecology and environmental protection (further - the Center) is created based on the State specialized inspectorate of analytical control of the State committee of the Republic of Uzbekistan for conservation.

2. Determine that the Center is legal successor of the State specialized inspection of analytical control of the State committee of the Republic of Uzbekistan on conservation by all its rights, obligations and agreements.

3. Approve:

structure of the Center of specialized analytical control in the field of environmental protection under the State committee of the Republic of Uzbekistan on ecology and environmental protection according to appendix No. 1;

Regulations on the Center of specialized analytical control in the field of environmental protection under the State committee of the Republic of Uzbekistan on ecology and environmental protection according to appendix No. 2.

Grant the right to the chairman of the State committee of the Republic of Uzbekistan on ecology and environmental protection, if necessary, to make changes to structure of the Center within the established total number of workers.

4. Determine the main sources of financing of activities of the Center of means of the Government budget of the Republic of Uzbekistan, the extrabudgetary funds of the Center and other sources which are not forbidden by the legislation.

5. To the state committee of the Republic of Uzbekistan on ecology and environmental protection:

place the Center in the building to the address: Tashkent, Yakkasaraysky district, Ulitsa Sh. Rustaveli, 13A;

perform step-by-step reconstruction and equipment the Center building the necessary laboratory analytical equipment and devices, the computer equipment, furniture and other stock by the extrabudgetary funds of the Center and other sources which are not forbidden by the legislation.

6. To impose control of execution of this resolution on the chairman of the State committee of the Republic of Uzbekistan on ecology and environmental protection Kuchkarov B. T. and Information analysis department concerning health care, ecology, environmental protection, physical culture and sport of the Cabinet of Ministers of the Republic of Uzbekistan.

Regulations on the Center of specialized analytical control in the field of environmental protection under the State committee of the Republic of Uzbekistan on ecology and environmental protection

Chapter 1. General provisions

1. This Provision determines the main objectives, functions, the rights and responsibility, and also procedure for the organization of activities of the Center of specialized analytical control in the field of environmental protection under the State committee of the Republic of Uzbekistan on ecology and environmental protection (further - the Center).

2. The center is the structural division of the State committee of the Republic of Uzbekistan on ecology and environmental protection (further - Goskomecologies) performing the activities for ensuring analytical (laboratory) control in the field of ecology and environmental protection.

The center in the activities is accountable to Goskomecology.

3. The center in the activities is guided by the Constitution and the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, resolutions and orders of Goskomecology, and also this Provision.

4. The center performs the activities in interaction with bodies of the public and economic board, public authorities on places, non-state non-profit and other organizations.

5. The center is legal entity in the form of public institution, has seal and the form with the image of the State Emblem of the Republic of Uzbekistan, bank accounts.

Chapter 2. Main objectives and functions of the Center

6. The main objectives of the Center are:

systematization and generalization of results of analytical control, data on sources of pollution of atmospheric air, surface water, soils, animal and flora of the republic;

the organization of analytical control of observance of requirements of ecological safety in case of burial (placement) of waste, ensuring radiation safety;

management and rendering the organizational and methodical and practical help of Goskomecology to territorial administrations in implementation of work on monitoring of sources of pollution, to analytical control of observance of requirements of the nature protection legislation;

development, enhancement, if necessary, development, completion and implementation of progressive methods of sampling and carrying out physical and chemical analyses of emissions, dumpings and pollution of soils;

ensuring carrying out control and arbitral measurements of emissions of substances in the atmosphere, the analysis of quality of the dumped sewage and pollution of objects of the environment.

7. For accomplishment of the tasks assigned to it the Center performs the following functions:

a) in the sphere of systematization and generalization of results of analytical control, data on sources of pollution of atmospheric air, surface water, soils, animal and flora of the republic:
