Cabinet of Ministers of Ukraine decides:

1. Form the Interdepartmental working group on questions of settlement of crisis situations in the coal industry in structure according to appendix.

2. Approve Regulations on the Interdepartmental working group on questions of settlement of crisis situations in the coal industry which are applied.

Regulations on the Interdepartmental working group on questions of settlement of crisis situations in the coal industry

1. The interdepartmental working group on questions of settlement of crisis situations in the coal industry (further - the Interdepartmental working group) is temporary advisory advisory body of the Cabinet of Ministers of Ukraine.

2. The interdepartmental working group in the activities is guided by the Constitution and the laws of Ukraine, and also the presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine and this Provision.

3. The main objectives of the Interdepartmental working group are:

1) preparation of offers, determination of ways and methods of the solution of questions of functioning of the companies of the coal industry which belong to the sphere of management of the Ministry of Energy and Coal Mining, and economic societies concerning which the Ministry of Energy and Coal Mining exercises control of corporate laws of the state (further the coal-mining companies of public sector), in market conditions;

2) assistance:

to increase in efficiency of activities central and local executive bodies;

to ensuring coordination of actions of executive bodies for ensuring steady functioning of the companies of the coal industry;

to preparation of suggestions for improvement of the legislation concerning functioning of the coal-mining companies of public sector in market conditions;

to development of international cooperation, including in the sphere of investment attraction and modern technologies, between public authorities and other states, the international organizations and the companies in the coal sphere.

4. Interdepartmental working group according to the tasks assigned to it:

1) is carried out by the analysis of the state of affairs and origins of the problems connected with functioning of the coal-mining companies of public sector;

2) is performed by monitoring of condition of accomplishment by executive bodies of the tasks assigned to them;

3) participates in project development of regulatory legal acts concerning ensuring steady functioning of the coal-mining companies of public sector of economy;

4) submits to the Cabinet of Ministers of Ukraine the recommendations developed by results of the work and the offer.

5. The interdepartmental working group has the right:

To receive 1) in accordance with the established procedure from central and local executive bodies, public authorities, local government bodies, the companies, organizations and the organizations information and other materials necessary for accomplishment of the tasks assigned to it;

2) to recruit in the work representatives central and local executive bodies, public authorities, the companies, organizations and the organizations (in coordination with their heads), and also independent experts (in coordination);

3) to organize holding of conferences, seminars, meetings and other actions;

To form 4) in case of need standing or temporary expert groups for ensuring accomplishment of the tasks assigned to it.

6. The interdepartmental working group in case of accomplishment of the tasks assigned to it interacts with public authorities, local government bodies, the companies, organizations and the organizations.

7. The interdepartmental working group is formed as a part of the chairman, vice-chairmen, the secretary and her members.

The official structure of the Interdepartmental working group approves the Cabinet of Ministers of Ukraine.

The chairman of the Interdepartmental working group is the Vice-Prime Minister of Ukraine.

The chairman of the Interdepartmental working group approves its members and in case of need can make changes to it.

8. Form of work of the Interdepartmental working group are meetings which are held according to the decision of its chairman.

The meeting of the Interdepartmental working group is held by its chairman, and in its absence - one of vice-chairmen.

Preparation of materials for consideration at meetings of the Interdepartmental working group is provided by her secretary.

The meeting of the Interdepartmental working group is considered competent in case of presence of more than a half of her members on it.

9. At the meetings the Interdepartmental working group develops offers and recommendations about the questions which are within its competence.

Offers and recommendations are considered approved if more than a half of the members of the Interdepartmental working group who are present at meeting voted for them.

In case of equal distribution of voices the chairman's voice at meeting is decisive.
