1. Approve Regulations on procedure for complex rehabilitation of minors, consumption which drugs, psychotropic substances, their analogs, the toxic or other stupefying substances, the use of alcoholic, low alcohol beverages or beer are established according to the legislation it (is applied).

2. To republican state bodies to bring the regulatory legal acts into accord with this resolution.

3. This resolution becomes effective since July 1, 2017.

Chapter 1. General provisions

1. This Provision determines procedure for complex rehabilitation of minors, consumption which drugs, psychotropic substances, their analogs, the toxic or other stupefying substances, the use of alcoholic, low alcohol beverages or beer are established according to the legislation (further - complex rehabilitation):

concerning which in the city (further - the commission on cases of minors) repeatedly within one year materials on the facts of consumption of drugs by them, psychotropic substances, their analogs, the toxic or other stupefying substances, the use of alcoholic, low alcohol beverages or beer are considered by the commissions on cases of minors of district executive committee, the Gorispolkom, administration of the area;

containing in special medical and educational facilities;

come back from special medical and educational facilities (further, unless otherwise specified, - minors).

2. In this Provision terms in the values established by the Code of the Republic of Belarus about education, the laws of the Republic of Belarus of June 18, 1993 No. 2435-XII "About health care", "About bases of system of prevention of neglect and offenses of minors" and of July 1, 2010 No. 153-Z "About rendering psychological assistance" and also the following terms and their determinations are used:

legal representatives (legal representative) of minors – parents, adoptive parents (adopters);

the residence of the minor – the place of the actual accommodation of the minor with his legal representatives (legal representative);

the individual rehabilitation program – the document determining complex of rehabilitation actions, specific types and terms of carrying out rehabilitation of the minor, indicators and performance indicators and also contractors, responsible for its carrying out;

the social and pedagogical help – system of the social, pedagogical actions directed to inclusion of the minor in social environment, forming of skills at it to estimate, control and to structurally resolve problem situations, forming of valuable orientations and culture of healthy lifestyle, on creation of conditions for its self-realization.

Chapter 2. Stages of complex rehabilitation of the minor

3. Complex rehabilitation includes the following stages:

initial - implementation of primary individual rehabilitation program;

developed - implementation of the main individual rehabilitation program;

finishing - implementation of the finishing individual rehabilitation program.
