About republican monitoring system of public safety

For the purpose of increase in level of public safety by use of modern information and communication technologies I decide:

1. Create in the Republic of Belarus republican monitoring system of public safety (further - monitoring system) which elements are:

system of video surveillance behind condition of public safety (further - system of video surveillance);

the local systems of video surveillance connected to monitoring system (further - local systems of video surveillance);

the special detectors and other special technical means working in the automatic mode, connected to monitoring system (further - special detectors);

communication channels of network of telecommunication of the operator of monitoring system (further - the operator);

the hardware and software of data-processing centers of the operator, including program platform (further - the AIC of DPC);

the automated workplaces;

other information systems and information resources determined by users of monitoring system (further - users);

objects (installation sites).

2. Determine the Ministry of Internal Affairs specially authorized state body performing coordination of activities of users, other organizations and individual entrepreneurs during creation, functioning and use of monitoring system (further - specially authorized state body).

3. For the purposes of this Decree the following terms and their determinations are used:

the automated workplace - complex of the program and technical means allowing to realize remote access to monitoring system;

the hardware and software of data-processing centers - the server, network and other hardware performing processing, accumulating, storage of information obtained as a result of functioning of elements of monitoring system;

objects (installation sites) - buildings, constructions, engineering designs and other objects which are subject to the equipment means of system of video surveillance and (or) special detectors (further - separate elements of monitoring system);

the operator of monitoring system - RUP "Beltelekom" providing creation and functioning of monitoring system, management, development and technical exploitation of the AIC of DPC;

users - bodies of prosecutor's office, the Presidential Security Service of the Republic of Belarus, Operational analytical center in case of the President of the Republic of Belarus, bodies of financial investigations of the State Control Committee, the Investigative Committee, law-enforcement bodies, bodies and divisions on emergency situations, the state security agencies, bodies of the border service, customs authorities;

program platform - the system of video analytics representing complex of software modules of processing of video flows and data from separate elements of monitoring system;

special detectors - the technical means allowing to perform fixing of certain events (smoke detectors, flame, explosive, narcotic and radioactive materials, thermal imagers and another), except for the technical means and systems of protection used for implementation of security activities.

4. The regulations on republican monitoring system of public safety affirm Council of Ministers of the Republic of Belarus.

5. Connection of system of video surveillance, local systems of video surveillance and special detectors to monitoring system and data exchange are performed with use of communication channels of network of telecommunication of the operator.

State bodies, other organizations and individual entrepreneurs, in property, operational management or economic maintaining which are the local systems of video surveillance fixing situation in public places, connections of such systems to communication channels for transfer of video flow to monitoring system shall give upon the demand of specially authorized state body to the operator opportunity.

6. Processing and storage of information in monitoring system are performed by means of the AIC of DPC.

7. Installation of means of system of video surveillance, special detectors on the protected objects which are subject to protection by the Presidential Security Service of the Republic of Belarus on the subjects to temporary stay of protected persons determined by the Presidential Security Service of the Republic of Belarus (in the amount necessary for safety of protected persons), and also provision of information obtained from the means of system of video surveillance and special detectors established on the specified objects in monitoring system are performed according to the procedure, determined by the Presidential Security Service of the Republic of Belarus.

8. The main objectives of monitoring system are observation of condition of public safety for the purpose of ensuring public order, prevention, identification (disclosure) and suppression of offenses, investigations of crimes, search of persons which made them and persons, missing persons (it is unknown disappeared), preventions and liquidations of emergency situations, and also operational informing on the fixed events.

9. Specially authorized state body has the right:

use monitoring system for observation of condition of public safety for the purpose of ensuring public order, prevention, identification (disclosure) and suppression of offenses, investigation of crimes, search of persons which made them and persons, missing persons (it is unknown disappeared), and also for the purpose of accomplishment of other tasks provided by the Law of the Republic of Belarus of July 17, 2007 No. 263-Z "About law-enforcement bodies of the Republic of Belarus";

demand from state bodies, other organizations and individual entrepreneurs, in property, operational management or economic maintaining which there are local systems of video surveillance fixing situation in public places, rendering assistance in carrying out by the operator works on installation of elements of monitoring system.

9-1. Specially authorized state body shall:

render assistance to the operator in creation of monitoring system;

develop criteria of the importance (priority) of connection of objects (installation sites) to monitoring system;

represent to the operator the created list of objects (installation sites) which are subject to the equipment systems of video surveillance;

at least once a year to request from the operator and users of the data on efficiency of functioning of monitoring system and the offer on its upgrade, and also about need of change of the legislation for this sphere;

to annually report on the President of the Republic of Belarus on development of monitoring system.
