1. Approve the enclosed Procedure for forming and maintaining the unified register of certificates on classification of the small size vessels meeting the requirements of the technical regulation of the Customs union "About safety of small size vessels" (TR CU 026/2012).

2. This Decision becomes effective after 90 calendar days from the date of its official publication.

Procedure for forming and maintaining the unified register of certificates on classification of the small size vessels meeting the requirements of the technical regulation of the Customs union "About safety of small size vessels" (TR CU 026/2012)

1. This Procedure is developed according to Item 5 of the Protocol on technical regulation within the Eurasian Economic Union (appendix № 9 to the Agreement on the Eurasian Economic Union of May 29, 2014) and establishes rules of forming and maintaining the unified register of certificates on classification of the small size vessels meeting the requirements of the technical regulation of the Customs union "About safety of small size vessels" (TR CU 026/2012) (further respectively – the unified register, certificates, the technical regulation), provisions of the data on the granted certificates, on suspension, renewal or the termination of their action containing in the unified register.

2. The unified register represents general information resource which forming and maintaining are performed in electronic form with use of means of the integrated information system of the Eurasian Economic Union (further respectively – the integrated system, the Union) within information exchange of authorized bodies of state members of the Union and the Eurasian economic commission (further respectively – authorized bodies, state members, the Commission).

3. The unified register joins data on the certificates granted in case of release into the stream of commerce on customs area of the Union of the small size vessels meeting the requirements of the technical regulation in the form approved by the Decision of Board of the Euroasian economic commission of February 28, 2017 № 23.

4. Forming and maintaining the unified register are performed by the Commission based on data from the national parts of the unified register specified in Item 10 of this Procedure and represented to the Commission by authorized bodies in electronic form.

5. Transfer by authorized bodies to the Commission of data on certificates is performed automatically when entering these data into national parts of the unified register or change of these data.

6. Information exchange between authorized bodies, and also between authorized bodies and the Commission in the course of forming, maintaining and use of the unified register is performed by realization by means of the integrated system of the corresponding general process within the Union.

7. Forming and maintaining national parts of the unified register are performed by authorized bodies according to the legislation of state members.

8. Forming and maintaining the unified register include obtaining by the Commission from authorized bodies of data on certificates, suspension, renewal or cancellation of certificates, inclusion of these data in the unified register, and also their publication on information portal of the Union in the automatic mode.

9. The information from national part of the unified register of one state member is provided at the request of authorized body of other state member with use of means of the integrated system.

10. Data on the certificate are entered in national part of the unified register in the form of the electronic record containing the following information:

a) registration certificate number;

b) certificate effective period;

c) the status of action of the certificate (effective, suspended, terminated);

d) date and the reason of suspension, renewal or cancellation of the certificate (in case of suspension, renewal or cancellation of the certificate);

e) full name of the applicant, its location (the address of the legal entity) and the address (addresses) of the place of implementation of activities (if addresses differ) – for the legal entity or surname, name and middle name (in the presence), the residence and the address (addresses) of the place of implementation of activities (if addresses differ) – for the physical person registered as the individual entrepreneur, and also registration or accounting (individual, identification) number of the applicant assigned according to the legislation of state member in case of state registration of the legal entity or physical person registered as the individual entrepreneur, phone number and the e-mail address;

e) full name of the manufacturer (builder), its location (the address of the legal entity) and the address (addresses) of the place of implementation of activities for production (construction) of products (if addresses differ) – for the legal entity and his branches which make products or surname, name and middle name (in the presence), the residence and the address (addresses) of the place of implementation of activities for production (construction) of products (if addresses differ) – for the physical person registered as the individual entrepreneur;

g) full name of the authorized body which granted the certificate, its location (the address of the legal entity), and also the address of the place of implementation of activities (if addresses differ), phone number, the e-mail address, surname, name, middle name (in the presence) and position of the head (authorized person) of authorized body;

h) data on the small size vessel, including:

product name;

category of the small size vessel;
