About measures for further enhancement of system of ensuring road safety in the Republic of Uzbekistan

According to the resolution of the President of the Republic of Uzbekistan of July 11, 2017 No. PP-3127 "About measures for further enhancement of system of safety of traffic" carries out considerable work with realization of complex of organizational practical measures in the sphere of reliable safety of traffic.

In particular, qualitatively new procedure for the organization of work of divisions of law-enforcement bodies on traffic safety is established, the system of prevention of the road accidents is enhanced, the system of the automated traffic regulation providing outstanding performance of control, possibility of timely identification and suppression of offenses is expanded.

At the same time, despite the undertaken measures the quantity of offenses from the death remains at rather high level - on average case 8,3 on 100 thousand people.

During carried out by bodies of prosecutor's office together with the interested ministries and departments of studying it is determined that the existing infrastructure of the cities and areas not fully meets the requirements of reliable safety of traffic, especially regarding creation of proper conditions for pedestrians, the effective warning system and informing the population directed to early prevention of violations in this sphere is not fixed.

For the purpose of further enhancement of system of safety of traffic, radical improvement of road infrastructure, improvement of quality of roads, and also the Cabinet of Ministers decides creations of proper conditions for safe movement of all participants of traffic:

1. Approve:

The concept of safety of traffic in the Republic of Uzbekistan for 2018 - 2022 (further - the Concept) according to appendix No. 1;

"Road map" on implementation of the Concept of safety of traffic in the Republic of Uzbekistan for 2018 - 2022 in 2018-2019 (further - the Road map) according to appendix No. 2.

2. Assign to heads of the interested ministries, departments and other organizations the personal responsibility for timely, high-quality and effective realization of the main directions of the Concept and the actions provided by the Road map.

3. Approve the offer of the Ministry of Internal Affairs of the Republic of Uzbekistan on creation of Public council under Public service of traffic safety, having determined it the main objectives:

studying on system basis of public opinion on questions of observance of traffic regulations and safety in this sphere;

carrying out monitoring of the course and results of implementation of the Concept of the actions provided by the Road map;

preparation and introduction of the offers directed to further enhancement of the legislation of activities of law-enforcement bodies for traffic safety.

4. Enter into practice procedure according to which:

weekly on Friday "Day of traffic safety" within which all ministries and departments and other organizations take active measures for ensuring strict observance of traffic regulations and prevention of the road accidents is spent;

in all regions of the republic on regular basis the monthly action "Day without Car" directed to attraction of public attention to safety problem on roads, demonstration that movement without vehicles is possible will be organized and it is necessary, public call for observance of traffic regulations by all his participants.

5. To the Ministry of Internal Affairs of the Republic of Uzbekistan:

a) in a month to approve structure of Public council under Public service of traffic safety of the Ministry of Internal Affairs of the Republic of Uzbekistan;

b) together with:

The ministry of development of information technologies and communications of the Republic of Uzbekistan in three-months time to take the effective measures directed to increase at pedestrians of culture of observance of traffic regulations, implementation of the mechanism of identification of violators of pedestrian rules with use of information and communication technologies and procedure for execution of electronic protocols on the offenses made by them;

The Ministry of Justice of the Republic of Uzbekistan till December 1, 2018 on the basis of studying of the best foreign practices to make the offer on introduction of the administrative responsibility for road hooliganism including first of all measures of legal impact for making of obviously intentional actions which are shown in permanent wave non-compliance with culture of vehicle control in other forms of inadequate behavior on the road - aggressive manner of driving with sharp change of the occupied lane without the warning of it turn signal, in unjustified use of loud sound signal in the absence of real need for it, without danger warning;

To provide with national broadcasting company, National news agency of Uzbekistan, National association of electronic mass media, the Agency of information and mass communications, the Union of youth of Uzbekistan and Republican council on coordination of activities of self-government institutions of citizens on the basis of deep studying of foreign experience regular preparation and giving in air of series of social rollers, and also holding the actions first of all directed to increase in culture and consciousness of all participants of traffic including with use of opportunities of the world information Internet.

6. Agree with the offer of the Ministry of Internal Affairs of the Republic of Uzbekistan on approval:

the list of the liquidated stationary posts of traffic police and posts of security guard and patrol service according to appendix No. 3;

the list of stationary posts of traffic police and posts of security guard and patrol service left for further functioning according to appendix No. 4.

7. Determine that:

The Ministry of Internal Affairs of the Republic of Uzbekistan together with the interested ministries and departments exercises permanent monitoring and control of activities of the functioning stationary posts of traffic police and posts of security guard and patrol service;

behind law-enforcement bodies of the Republic of Uzbekistan the right of operational management concerning buildings and constructions of the liquidated stationary posts of traffic police and posts of security guard and patrol service remains.

8. Bring in the resolution of the Cabinet of Ministers of October 23, 2017 No. 862 "About approval of the Program of actions for step-by-step construction, reconstruction and upgrade of stationary posts of traffic police" changes according to appendix No. 5.

9. To the Ministry of Internal Affairs of the Republic of Uzbekistan:

in a month critically to review single dislocation of job specifications of traffic police of Public service of traffic safety, having provided implementation of specific practical measures on further enhancement of system of the organization and safety of traffic;

in a month to develop and approve Regulations on Public council under Public service of traffic safety;

in a month together with the Ministry of Finance, the State committee of the Republic of Uzbekistan on highways, Republican road fund under the Cabinet of Ministers critically to analyse condition of realization of Item 7 of the resolution of the President of the Republic of Uzbekistan of July 11, 2017 No. PP-3127 "About measures for further enhancement of system of safety of traffic". Following the results of the careful analysis to make offers on specific measures for elimination of the revealed shortcomings of accomplishment of the resolution of the President of the Republic of Uzbekistan in the Cabinet of Ministers;

to carry out the complex analysis of the road accidents following the results of which to constitute the situational map of dangerous sections of roads with the high level of frequency of the road accidents, statistics of their basic reasons and risk factors to two-month time, having focused attention on the most frequent origins of the road accidents and to take effective measures on their elimination;

in three-months time to make the offer on implementation of centralized system of operational collection of videos from video recorders, physical persons and legal entities identified on vehicles, about the facts of committed offenses, having provided implementation of mechanisms of encouragement and possibility of preserving anonymity of their personal data;

in three-months time together with the Ministry of development of information technologies and communications to provide operational inventory count of the devices of video surveillance established on all the liquidated and functioning stationary posts of traffic police, and also their subsequent connection to the complex automated information system "Administrative Practice".

10. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the chairman of the board of JSC Uzbekiston temir yullari A. Zh. Ramatov and the Minister of Internal Affairs of the Republic of Uzbekistan P. R. Bobozhonov.

The concept of safety of traffic in the Republic of Uzbekistan for 2018 - 2022

Chapter 1. Basic provisions

1. In system of security measures of the personality the increasing relevance is acquired by reliable safety of traffic.

At the same time, statistics demonstrate that annually in the territory of the republic there are on average about 9-10 thousand road accidents, including more than 2 thousand from them - to the human victims.

Results of detailed studying of complex of implementable measures in the sphere of safety of traffic are specified availability of number of problems regarding normative regulation of separate requirements to highways which lead to decrease in effective management of forces and means of the state bodies responsible for ensuring safe movement of vehicles and pedestrians.

In particular, remain not settled questions of accurate determination of requirements to highways of the international, republican and local value, and also creation modern and in every respect convenient infrastructure for their safe use.
