About enhancement of activities of Fund of scientific and innovative development under the Tashkent university of information technologies of Mahomed al-Horazmy

In pursuance of the resolution of the President of the Republic of Uzbekistan of March 15, 2017 "About measures for further enhancement of activities of the Tashkent university of information technologies" the Cabinet of Ministers decides No. PP-2834:

1. Approve Regulations on procedure for forming and use of fund of scientific and innovative development under the Tashkent university of information technologies of Mahomed al-Horazmy according to appendix No. 1.

2. Make changes and additions to some acts of the Government of the Republic of Uzbekistan according to appendix No. 2.

3. To the ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

4. To impose control of execution of this resolution on Information analysis department concerning science and education and the Information analysis department concerning youth policy, culture, information systems and telecommunications of the Cabinet of Ministers of the Republic of Uzbekistan.

Regulations on procedure for forming and use of fund of scientific and innovative development under the Tashkent university of information technologies of Mahomed al-Horazmy

I. General provisions

1. This Provision determines procedure for forming and use of fund of scientific and innovative development (further - Fund) under the Tashkent university of information technologies.

2. The fund of scientific and innovative development (further - Fund) under the Tashkent university of information technologies (further - University) is created for the purpose of financing of priority and socially important projects, research works in the field of information and telecommunication technologies of the Tashkent university of information technologies of Mahomed al-Horazmy and its regional branches, and also the Scientific and innovative center of information and communication technologies (further - the Center).

3. Fund accumulates on own account cash account of University specially open out of the budget in treasury of the Ministry of Finance of the Republic of Uzbekistan.

The fund is organized without formation of legal entity.

II. Main activities Fonda

4. The main directions of use of fund is the following:

creation and the edition of textbooks and scientific literature for University, including acquisition of foreign literature;

covering of expenses on payment of grant of Mahomed al-Horazmy to gifted students of University;

financial support of the edition of the scientific magazine "Mahomed Al-Horazmy of Avlodlara";

financing on competitive basis of research and development works of University and Center in the field of development of information and communication technologies, providing their scientific and educational laboratories with the modern equipment, required consumable materials and component parts;

preparation, retraining and advanced training of gifted students, the faculty and young research associates of University in the lead foreign highest educational institutions and research centers;

involvement of highly qualified specialists and scientists for teaching at University and carrying out scientific research in the Center.

III. Management of Fund

5. Control of Fund is exercised of the Board of trustees of University.

The structure of the Board of trustees of University affirms according to the procedure, established by the legislation.

6. The board of trustees of University determines the priority directions and conditions of use of fund.

7. Meetings of the Board of trustees of University are held quarterly.

8. Forming and monitoring of use of fund, accounting and routine maintenance of means are performed by financial and economic department and accounts department of University.

IV. Procedure for forming of fund

9. Fund is created at the expense of the following sources:

receipts from payment for use of subscriber numbers by the legal entities rendering of mobile service (the companies of cellular communication) in the amount of percent 1,0;

income from placement of available funds of Fund on deposits of commercial banks of the Republic of Uzbekistan;

sponsor's donations, grants from legal entities and physical persons;

other receipts which are not prohibited by the legislation of the Republic of Uzbekistan.

10. Unused fund is not withdrawn and next year is spent for the purposes specified in the present by the Provision.

V. Procedure for use of means

11. Fund is used for financing of specific projects on development of the information and telecommunication technologies which passed the examination in the Ministry of development of information technologies and communications of the Republic of Uzbekistan and provided by the Board of trustees of the Republic of Uzbekistan for the purposes, stipulated in Item 4 this provision, within the profit and loss budget approved by the Board of trustees of University for financial year.

VI. Accounting, reporting and control

12. Accounting and the reporting under fund are conducted separately from extrabudgetary funds of University.

13. The annual statement on accomplishment of the profit and loss budget is considered at meeting of the Board of trustees of University and affirms annually till March 15.

14. Control of reasonable and target use of fund is performed by the Ministry of Finance of the Republic of Uzbekistan.

Changes and additions made to some decisions of the Government of the Republic of Uzbekistan

1. In the resolution of the Cabinet of Ministers of November 7, 2002 No. 385 "About the organization of activities of the Tashkent university of information technologies" (SZ of the Republic of Uzbekistan, 2002, No. 21, the Art. 169):

a) in Item 1 of the word "Tashkent University of Information Technologies" shall be replaced with words "The Tashkent university of information technologies of Mahomed al-Horazmy";

b) in Item 2 of the word "Tashkent University of Information Technologies" shall be replaced with words "The Tashkent university of information technologies of Mahomed al-Horazmy".
