1. Approve the enclosed Rules of transfer of non-tax receipts in the budget.

2. This resolution becomes effective since January 1, 2005.

Rules of transfer of non-tax receipts in the budget

1. These rules are developed according to the Budget code of the Republic of Kazakhstan and determine procedure for transfer by payers of non-tax receipts in the budget.

2. Payment of non-tax receipts in the budget is performed by payers according to procedure for determination, collection, in the amount of (standard rates of assignments) and the terms determined by regulatory legal acts of the authorized state and local executive bodies responsible for collection of non-tax receipts.

3. Transfer of non-tax receipts, including the amounts of penalties (penalty fee) for incomplete and untimely payment of non-tax receipts, is made in the government budget on the corresponding codes of the Single budget classification approved by the decision of the Government of the Republic of Kazakhstan.

4. The Ministry of Finance of the Republic of Kazakhstan exercises control on providing with the state bodies responsible for collection of non-tax receipts, completeness and timeliness of receipt of non-tax receipts in the government budget.

5. Incomplete and untimely transfer of non-tax receipts in the government budget attracts responsibility according to legal acts of the Republic of Kazakhstan.
