1. General provisions

1.1. This provision is developed based on the Law of the Republic of Uzbekistan "About the State sanitary inspection", the Law of the Republic of Uzbekistan "About Frontier of the Republic of Uzbekistan", the Presidential decree of the Republic of Uzbekistan "About strengthening of responsibility for violation of the sanitary legislation" from 02.03.98g.

1.2. The provision determines the single principles of the organization and technique of medical (sanitary) control at check points through Frontier of the Republic of Uzbekistan for the purpose of prevention of penetration and distribution in its territory of the diseases regulated by the SanPiN N 0080-98: cholera, plagues, yellow fever, viral hemorrhagic fevers, malaria and other zooantroponozny and contagious diseases, dangerous to the person.

1.3. The provision extends to the vehicles (air, river crafts, trains, vehicles), freights, crews, passengers arriving from abroad, irrespective of their State accessory, and also the faces decreasing from the Republic of Uzbekistan.

Actions for questions of sanitary protection of the territory are obligatory for accomplishment by all ministries and departments, companies, organizations, officials, certain citizens, including the foreign, and also international and foreign organizations and companies.

1.4. The provision determines nature of interaction of specialized divisions of sanitary and epidemiologic service of the Ministry of Health of the Republic of Uzbekistan - the sanitarnokontrolny Items (SKP) exercising medical (sanitary) control with the relevant divisions of Committee on protection of Frontier, the State Customs Committee, Uzbekiston Havo Yullar national airlines, the State-owned rail joint stock company "Uzbekiston Temir Yullar", the State joint-stock corporation "Uzavtotrans".

1.5. In this Provision terms in the following concepts are applied:

- The check point through Frontier of the Republic of Uzbekistan - the territory of the automobile transitions, railway stations, airports and airfields, river ports open for the international messages and other specially equipped rooms and places where border, customs and health control of persons, vehicles, freights is exercised.

- SanPiN - "Health regulations on protection of the territory of the Republic of Uzbekistan from drift and spread of infections, quarantine and especially dangerous to the person"; in the text - Rules.

- Medical (sanitary) control - the complex of medical, sanitary and anti-epidemic actions held at check points through Frontier of the Republic of Uzbekistan.

- Syndromic approach - the complex of syndromes of the diseases constituting the international danger recognized by the international medical and sanitary rules (IMSR) which, in case of emergence on the vehicle of the patient with suspicion of these diseases and before establishment of the clinical and bacteriological diagnosis, gives the grounds for acceptance of primary anti-epidemic measures.

- Disinfection - system of the actions directed to destruction of causative agents of infectious diseases.

- Disinsection - system of the actions directed to destruction of arthropods (insects, pincers).

- Deratization - system of the actions directed to extermination of rodents.

- The endemic territory - the permanent confinedness of infectious diseases of people to certain area caused by natural and social factors.

2. The basic principles of the organization of medical (sanitary) control at check points through frontier of the Republic of Uzbekistan

The basic principles of the organization of medical control are: syndromic approach, mutually information, efficiency of actions, accurate interaction of services and obligation of execution of normative requirements.

2.1. Syndromic approach - assessment of degree of epidemiological danger on any vehicle crossing border of the Republic of Uzbekistan. It is made on complex of syndromes of the diseases constituting the international danger.

2.2. Mutually information - commanders, captains of air and river crafts, chiefs of trains, persons responsible for operation of vehicles shall inform immediately higher administration, and also sanitary bodies of ports (air, river), railway stations, the autocompanies where follow or where there are vehicles, about identification among members of crews (crews) or passengers of patients with suspicion of infectious disease and case of rodents.

2.3. Efficiency of actions - in case of suspicion of infectious disease necessary anti-epidemic events on all vehicles and at check points through Frontier of the Republic of Uzbekistan immediately begin to be held.

2.4. Accurate interaction of services - officials of divisions of border and customs control and employees of other services render assistance to employees of SKP on identification of patients with symptoms of infectious diseases and immediately notify employees of SKP on availability of such patients found at various stages of control.

2.5. Obligation of execution of normative requirements of the anti-epidemic mode from administration and owners of vehicles, the services exercising control at check points through Frontier of the Republic of Uzbekistan and employees of sanitary and control service.
