1. Approve the enclosed Regulations on providing specific mode of safe functioning in the closed administrative-territorial education in the territory of which the organizations and (or) objects which are under authority of the Ministry of Industry and Trade of the Russian Federation are located.

2. Recognize invalid:

Regulations on providing specific mode of safe functioning in the closed administrative-territorial education in the territory of which the organizations and (or) objects which are under authority of the Ministry of Industry and Trade of the Russian Federation are located

I. General provisions

1. This Provision establishes procedure for providing specific mode of safe functioning (further - particular treatment) the organizations and (or) objects which are under authority of the Ministry of Industry and Trade of the Russian Federation (further - objects), located in the territory of the closed administrative-territorial education (further - the closed education).

2. Responsibility for providing particular treatment on object is conferred on the head of object.

3. The physical persons living (working, arriving) in the closed education, shall be acquainted with conditions of particular treatment and are notified on responsibility for its violation.

4. On the basis of this provision other organizational and administrative documents can be developed for providing particular treatment.

II. Procedure for providing particular treatment

5. The particular treatment is provided by establishment within the closed formation of controlled areas (the territory of the closed education without the territory which is occupied by objects) and prohibited areas (the territory of the closed education which is occupied by objects).

6. The organization of providing particular treatment in controlled and prohibited areas is assigned to the commission consisting of the head of object, the authorized officer of the Ministry of Industry and Trade of the Russian Federation, the head (deputy manager) of management (department, department) the Ministries of Internal Affairs of the Russian Federation by the closed administrative-territorial education, the representative of territorial authority of safety, the representative of troops of national guard of the Russian Federation and (or) the organization which is under authority of the Federal Service of troops of national guard of the Russian Federation, the head of the closed education, the representative of the division of Federal fire service of the Public fire service created for the purpose of the organization of prevention and suppression of the fires in the closed education in especially important and regime organizations (further - the commission).

The head of object is commission chairman and directs its work.

7. The commission will organize:

protection of controlled and prohibited areas, except for prohibited areas of the objects included in lists of important state objects, particular loads, constructions on the communications which are subject to protection by troops of national guard of the Russian Federation;

access control in the territories of controlled and prohibited areas;

development and implementation of actions, the acts of terrorism directed to the prevention, prevention of technogenic catastrophes, ensuring protection of the population, production and social infrastructure of the closed education against emergency situations of natural and technogenic nature, ensuring fire safety and protection of public order in the closed education.

Decisions on the questions specified in the paragraph the second this Item are accepted by a majority vote members of the commission and affirm the Ministry of Industry and Trade of the Russian Federation.

Decisions on the questions specified in paragraph three of this Item are accepted by a majority vote members of the commission and affirm according to Item 16 or Item 17 of this provision in the form of the instruction.

Decisions on the questions specified in paragraph four of this Item are accepted by a majority vote members of the commission and affirm the commission chairman.

Decisions of the commission are signed by all her members.

8. The commission establishes:

a) system and method of protection;

b) number of staff of divisions of protection;

c) amount and terms of construction of technical constructions, check-points, guard houses and other necessary constructions, and also their equipment technical means of protection;

d) terms of accomplishment of actions for preparation of objects for acceptance under protection.

9. Borders of controlled and forbidden zones in the territory of the closed education are established for the purpose of:

a) the organizations of the authorized access for physical persons to the territory of the controlled area;

b) exceptions of access for physical persons to the territory of the prohibited area without business necessity.

10. Borders of the controlled area of the closed education are designated by well visible signs and texts.

11. Responsibility for installation and technical operation of engineering and (or) technical means of protection is assigned to the head of object.
