About approval of the Standard regulations on division concerning civil protection of the subject of managing

According to part four of article 20 of the Code of civil protection of Ukraine and for the purpose of streamlining of structure and functions of divisions concerning civil protection of subjects of managing I order:

1. Approve Standard regulations on division concerning civil protection of the subject of managing which is applied.

2. To department of forming of policy for authorities under control to the Minister and monitoring of the Ministry of Internal Affairs (Bodnar V. E.) provide submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

4. To impose control of execution of this order on the Chairman of Public service of Ukraine on emergency situations Chechetkin N. A.

Standard regulations on division concerning civil protection of the subject of managing

1. For the purpose of organization of events of civil protection of managing by the subject referred to the corresponding category of civil protection, his head forms division concerning civil protection which is independent structural division of the subject of managing, and in the cases provided by the Code of civil protection of Ukraine person concerning civil protection is designated (further - division concerning civil protection).

2. The division concerning civil protection is subordinated and accountably directly to the head of the subject of managing. If the subject of managing is in the field of management of the central executive body, district, district public administration, executive body of city, settlement, rural councils in Kiev, the division concerning civil protection of the subject of managing is also accountable to these bodies.

3. The division concerning civil protection is object permanent body of management of civil protection to which powers questions of the organization, implementation and control of actions of civil protection belong.

The division concerning civil protection in the activities is guided by the Constitution of Ukraine, the laws of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, orders of the Ministry of Internal Affairs of Ukraine, Public service of Ukraine on emergency situations and the head of the subject of managing, and also this Provision.

4. The type of structural division (department, management, department, other structural division) is determined by the head of the subject of managing taking into account nature and amount of work.

5. The main objectives of division concerning civil protection are:

the organization of accomplishment of actions in the field of civil protection on the objects of the subject of managing directed to protection of workers, property and the territories against emergency situations, decrease in risk of their origin and ensuring steady functioning of the subject of managing in the conditions of emergency situation and during the special period;

ensuring accomplishment of tasks, created by the subject of managing, governing bodies and forces of civil protection and maintenance of their readiness for actions to destination;

ensuring fulfillment of requirements of the legislation in the field of civil protection, technogenic and fire safety.

6. Division concerning civil protection according to the assigned tasks:

provides accomplishment of actions in the field of civil protection on object of the subject of managing;

provides offers, will organize and controls accomplishment of actions for ensuring compliance with the legislation concerning creation, storages, contents, uses and reconstruction of protective constructions of civil protection;

performs accounting and keeps documentation on content of protective constructions of civil protection which are on balance (content), will organize their content and provides readiness of these constructions for the shelter of people in case of emergency situations;

will organize providing workers of the subject of managing with individual protection equipment of respiratory organs and means of collective protection;

will organize (on chemically dangerous object) interaction with local executive bodies and local government bodies on participation in providing with individual protection equipment of respiratory organs of the idle population living in the predicted zone of chemical pollution of this subject of managing;

provides placement of information (evident propaganda) on security measures and the corresponding behavior of workers and the population living in zones of possible defeat in case of accident on objects of the subject of managing;

will organize creation and ensuring functioning of special, local and object warning systems;

will organize accomplishment of actions for implementation of technical actions of civil protection which reduce risk degree of emergence of accidents, fires and explosions on objects of the subject of managing;

performs planning and provides control of preparation and carrying out in case of emergency situations of measures for evacuation of workers and property of the subject of managing;

will organize and provides carrying out with workers of individual and course training according to programs of preparation for actions in emergency situations, and also instructing in questions of civil protection, technogenic and fire safety;

is working body of the commission on questions of emergency situations of the subject of managing, provides preparation and control over the implementation of its decisions;

develops drafts of orders of the head of the subject of managing on the organization and implementation of actions of civil protection;

develops the plan of emergency response of the subject of managing;

develops the plan of civil protection of the subject of managing for the special period which continues work in wartime and which is referred to category on civil protection;

will organize plan development of localization and mitigation of consequences of accidents on objects of the increased danger which belong to the sphere of management of the subject of managing;

will organize project development of the plan of the main actions of civil protection of the subject of managing for year;

develops the schedule of carrying out special object doctrines and trainings on civil protection, will organize its accomplishment and reports by results of the staged drills, trainings;

will organize and controls passing by officials of the subject of managing of training in questions of civil protection, fire safety;

prepares reporting documents concerning civil protection;
