About the organization of activities of Bureau of forced execution under the Prosecutor General's Office of the Republic of Uzbekistan

In pursuance of the Presidential decree of the Republic of Uzbekistan of May 29, 2017 No. UP-5059 "About Measures for Further Strengthening of Payment Discipline in the Sphere of Delivery and Consumption of Electrical Energy and Natural Gas, and also to Radical Enhancement of System of Enforcement Proceeding":

1. Approve:

organizational and regular structure of central office of Bureau of forced execution under the Prosecutor General's Office of the Republic of Uzbekistan according to appendix No. 1;

standard structures of managements of the Republic of Karakalpakstan, areas and the city of Tashkent, departments of areas (cities) and interdistrict departments of Bureau of forced execution according to appendices No. No. of 2-3;

Regulations on Bureau of forced execution under the Prosecutor General's Office of the Republic of Uzbekistan according to appendix No. 4;

Regulations on service in Bureau of forced execution under the Prosecutor General's Office of the Republic of Uzbekistan according to appendix No. 5;

grades in compensation on the Single scale of charges of employees of central office of Bureau of forced execution under the Prosecutor General's Office of the Republic of Uzbekistan, managements of Bureau of forced execution of the Republic of Karakalpakstan, areas and the city of Tashkent, departments of Bureau of forced execution of the cities, departments of Bureau of forced execution of areas and interdistrict departments of Bureau of forced execution according to appendices No. No. 6 - 9.

2. Establish the extreme number of managerial personnel of Bureau of forced execution under the Prosecutor General's Office of the Republic of Uzbekistan (further - Bureau) financed from the Government budget of the Republic of Uzbekistan, 3 542 units, including central office - 82 units.

Grant to the Attorney-General of the Republic of Uzbekistan the right:

make, if necessary, changes to organizational and regular structures of Bureau and its territorial subdivisions;

enter additional established posts of employees of Bureau and its territorial subdivisions by fund of development of Bureau of forced execution.

3. Determine that Bureau:

it is headed by the director appointed to position and dismissed by the President of the Republic of Uzbekistan;

in the activities it is accountable to the Attorney-General of the Republic of Uzbekistan.

Equate the director of Bureau under the terms of compensation, medical and transport attendance to the deputy attorney general of the Republic of Uzbekistan.

4. Include Bureau in the register of obligatory mailing of statistical information of the Supreme Court, Central bank, Ministry of Finance, Ministry of Economics, Ministry of housing-and-municipal servicing, the State Tax Committee, State committee according to the statistics of the Republic of Uzbekistan, and also other ministries and departments.

5. Determine that:

assignment of class ranks to the employees of the abolished Judicial department under the Ministry of Justice of the Republic of Uzbekistan, law enforcement and other agencies employed in Bureau is solved the Attorney-General of the Republic of Uzbekistan;

employees of Bureau, the having class ranks, are employees of bodies of prosecutor's office and privileges, measures of material and social protection established for prosecution agencies workers extend to them.

6. State governing bodies, the law-enforcement and controlling structures are forbidden to assign to employees of the Bureau performance of works which are not entering their competence.

7. To the Prosecutor General's Office and Ministry of Finance of the Republic of Uzbekistan:

in two weeks to approve the staff list and expense budgets of Bureau;

till July 1, 2017 to develop and approve procedure for material stimulation of employees of Bureau for proper accomplishment of the obligations assigned to them.

8. Determine that according to requests of Bureau:

JSC Uzavtosanoat provides allocation of vehicles for office use according to the regulations approved by the Prosecutor General's Office and the Ministry of Finance of the Republic of Uzbekistan;

NHK "Uzbekneftegaz" in coordination with GI "Uzgosneftegazinspektion" provides allocation in accordance with the established procedure of necessary amounts of motor gasoline and diesel fuel for office, special vehicles and generators.

10. To the Prosecutor General's Office, the Ministry of Finance, the Ministry of development of information technologies and communications of the Republic of Uzbekistan, JSC Uzbekenergo and JSC Uztransgaz together with other interested ministries and departments to study requirement in a month and to provide equipment of Bureau and its territorial subdivisions with furniture, the computer equipment, means of communication and others material resources.

11. To provide to the Ministry of Finance of the Republic of Uzbekistan allocation by reasonable calculations of the necessary funds for implementation of actions provided by this resolution.

12. In a month to provide to the Cabinet of Ministers together with the Prosecutor General's Office of the Republic of Uzbekistan development and approval:

Regulations on order of interaction of Bureau of forced execution under the Prosecutor General's Office of the Republic of Uzbekistan with suppliers of electrical energy and natural gas;

Regulations on procedure for disconnection of consumers from power and gas networks.

13. To the Prosecutor General's Office of the Republic of Uzbekistan:

to introduce the draft of the resolution of the Cabinet of Ministers of the Republic of Uzbekistan providing approval of samples of uniform and signs of distinction of employees of Bureau to two-month time;

in three-months time to staff Bureau and its territorial subdivisions by the qualified personnel capable at the high and professional level to provide accomplishment of the assigned tasks, including from number of persons employed of JSC Uzbekenergo and JSC Uztransgaz, and also the abolished Judicial department.

14. Place Bureau to the address: city of Tashkent, Yunusabadsky district, Ulitsa Halkabod, 3 lane, house 2a.

To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent together with the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition to organize placement, arrangement and the solution of other organizational matters for the purpose of ensuring full activities of territorial subdivisions of Bureau in a month.

15. Recognize invalid some decisions of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix No. 10.

16. To the Ministry of Justice together with the Prosecutor General's Office of the Republic of Uzbekistan, the interested ministries and departments in two-month time:

make in the Cabinet of Ministers of the Republic of Uzbekistan offers on the changes and amendments in the legislation following from this resolution;

provide reduction of departmental regulatory legal acts in compliance with this resolution.

17. To the Prosecutor General's Office of the Republic of Uzbekistan to study efficiency of activities of Bureau following the results of 2017 and, if necessary, to make offers on further enhancement of its organizational and regular structure in the office of the President of the Republic of Uzbekistan.

18. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov, the Counselor of state of the President of the Republic of Uzbekistan O. B. Murodov and the Attorney-General of the Republic of Uzbekistan I. B. Abdullaev.
