About approval of the Technical regulation of energy marking of vacuum cleaners

According to article 5 of the Law of Ukraine "About Technical regulations and assessment of conformity" the Cabinet of Ministers of Ukraine decides:

1. Approve the Technical regulation of energy marking of vacuum cleaners which is attached.

2. Determine that vacuum cleaners which are introduced into circulation before entry into force of this resolution and do not meet all or separate requirements of the Technical regulation approved by this resolution can be provided in the market within six months from the effective date of this resolution.

3. No. 143 is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 28.02.2018.

4. To provide to the state agency on energy efficiency and energy saving implementation of the Technical regulation approved by this resolution.

5. This resolution becomes effective in six months from the date of its publication.

Technical regulation of energy marking of vacuum cleaners

General part

1. This Technical regulation determines the main requirements for provision to final consumers of information on the level of efficiency of energy consumption and other resources vacuum cleaners, and also the additional information.

The technical regulation No. 665/2013 of the May 3, 2013 supplementing the Directive 2010/30/EU of the European Parliament and Council of rather energy marking of vacuum cleaners is developed on the basis of the delegated regulations of the Commission (EU).

2. Action of this Technical regulation extends to the vacuum cleaners working from the power supply network including hybrid vacuum cleaners and vacuum cleaners with the water filter of national and foreign production.

3. Action of this Technical regulation does not extend on:

vacuum cleaners for damp cleaning, vacuum cleaners for damp and dry cleaning, the vacuum cleaners which are powered from rechargeable batteries, vacuum cleaners robots, industrial or stationary vacuum cleaners;

floor polishers;

vacuum cleaners for work in the open air.

4. In this Technical regulation the following basic concepts are used:

active nozzle (nozzle) on accumulator feeding - the cleaning head which has the device for stirring which eats from accumulators, for simplification of removal of dirt;

the hybrid vacuum cleaner - the vacuum cleaner which can work from the power supply network and rechargeable batteries;

the dealer - person (the importer or the distributor) who sells hands over in hire offers in leasing or shows product for the final consumer;

the equivalent vacuum cleaner - model of the vacuum cleaner placed in the market with the same input power, annual amount of energy consumption, quality of matching of dust from carpets and firm floor, indicator of repeated emission of dust, and also level of sound capacity, as well as other model of the vacuum cleaner located the supplier in the market under other trade code;

the final consumer - person who acquires orders, uses or intends to acquire or order the vacuum cleaner for the personal needs which are not connected with business activity or accomplishment of obligations of hired employee;

the vacuum cleaner - the device which deletes pollution from surface which needs to be cleared by means of the air flow created by its depression in the device;

the vacuum cleaner for commercial use - the vacuum cleaner for professional cleaning, held for use nonspecialists, regular cleaners or contract cleaners in office, store, hospital and hotel rooms, specified in the declaration of conformity according to the Technical regulation of safety of machines approved by the resolution of the Cabinet of Ministers of Ukraine of January 30, 2013 No. 62 (The Official Bulletin of Ukraine, 2013, No. 9, the Art. 344);

the vacuum cleaner for work in the open air - the vacuum cleaner intended for collection of such garbage as scraps of grass and leaves, in collector by means of the air flow created by its fluidifying in the vacuum cleaner the grinder also may contain and also to perform function of the blower;

the vacuum cleaner for damp cleaning - the vacuum cleaner which deletes dry and/or damp material (pollution) from surface using detergent on water basis or vapors, and also such detergent and pollution by means of the air flow created by its depression in the vacuum cleaner, including the vacuum cleaner of pulverization cleaning;

the vacuum cleaner for damp and dry cleaning - the vacuum cleaner intended for liquid elimination by amount of more 2,5 of liter and also has function of dry cleaning;

the vacuum cleaner for dry cleaning - the vacuum cleaner intended for removal of dry pollution (dust, fibers, threads), and also can be equipped with active nozzle (nozzle) on accumulator feeding;

the vacuum cleaner for carpet - the vacuum cleaner developed especially for cleaning of carpet, equipped with the fixed nozzle (nozzle) or one or several removable nozzles (nozzles) and intended especially for cleaning of carpet;

the vacuum cleaner for firm floors - the vacuum cleaner developed especially for cleaning of firm floors, equipped with the fixed nozzle (nozzle) or one or several removable nozzles (nozzles) and intended especially for cleaning of firm floors;

the vacuum cleaner with the water filter - the vacuum cleaner which uses more 0,5 of liter of water as the main filtering material therefore the soaked-up air is passed through water which catches remote dry material;

the vacuum cleaner of general purpose - the vacuum cleaner equipped with the fixed or removable nozzle (nozzle), intended for cleaning both carpet, and firm floors, or equipped with one removable nozzle developed especially for cleaning of carpet and one removable nozzle for cleaning of firm floors;

the vacuum cleaner robot - the vacuum cleaner which is powered from rechargeable batteries is capable to work without participation of the person within certain perimeter, consists of mobile part and docking station and/or other accessories for ensuring its work;

the vacuum cleaner which is powered from the rechargeable battery, - the vacuum cleaner which is powered only from the rechargeable battery;

the full-size vacuum cleaner which is powered from rechargeable batteries, - the vacuum cleaner which in case of full charge can clear 15 sq.m of floor using two double courses on each site of floor without recharge of rechargeable batteries;

the floor polisher - the electric device intended for protection, smoothing and/or giving of gloss to certain types of floors is used in combination with polishing means which shall be rubbed in floor by the device, and has functions of the vacuum cleaner;
