1. Approve the enclosed Rules of reference of water object to sources of drinking water supply.
2. This resolution becomes effective from the date of signing.

1. These rules of reference of water object to sources of drinking water supply are developed according to the Water code of the Republic of Kazakhstan and determine procedure for reference of water object to sources of drinking water supply.
2. Activities for establishment of potential sources for centralized and not centralized drinking water supply of the population are performed by regional executive bodies together with authorized body in the field of use and protection of water fund, authorized body on use and protection of subsoil and the executive bodies performing activities in the field of sanitary and epidemiologic wellbeing of the population in the corresponding territories.
3. Reference of water object to sources of drinking water supply is made based on the following data:
on underground water object - the hydrogeological characteristic of the used water-bearing horizon, analysis results of the tests of water answering to hygienic standard rates, the sanitary and epidemiologic conclusion about area compliance around water intake to health regulations and regulations, data on absence the available and possible potential sources of pollution of the soil and the water-bearing horizons;
on superficial water object - analysis results of tests of water, hydrogeological data on water source, on its minimum and average expenses of water, compliance to their expected water intake, availability and possibility of emergence of sources of household, industrial and agricultural pollution, the sanitary and epidemiologic conclusion about area compliance around water intake to health regulations and regulations.
4. The choice of water object as source of drinking water supply is made taking into account its sanitary reliability and possibility of the organization of zones of sanitary protection.
5. Suitability of source for drinking water supply is established on basis:
1) sanitary and epidemiologic assessment:
conditions of forming and bedding of waters of underground source of water supply;
superficial source of water supply, and also the adjacent territory is higher and lower than the main water intake on current of water in waterway or reservoir;
locations of water intaking constructions;
2) quality evaluation and amount of water of source of water supply;
3) forecast of sanitary and epidemiologic condition of sources of water supply.
Suitability of source for drinking water supply is established by bodies of the public sanitary and epidemiologic service.
6. Quality of water of the water objects carried to sources of drinking water supply shall conform to national standards, health regulations and regulations and hygienic standard rates.
7. Sampling of water and their analysis are performed by public institutions of sanitary and epidemiologic examination. Carrying out these works by other organizations is allowed in coordination with authorized body in the field of sanitary and epidemiologic wellbeing of the population.
8. For carrying out laboratory researches of quality of water the techniques which underwent metrological certification of technique of accomplishment of measurements and conforming to requirements of national standards and health regulations and regulations are used.
9. The sanitary and epidemiologic conclusion about suitability of superficial and underground water objects for use as sources of drinking water supply is issued by the executive bodies performing activities in the field of sanitary and epidemiologic wellbeing of the population in the corresponding territories according to the procedure, established by the legislation of the Republic of Kazakhstan.
10. The water objects carried to sources of drinking water supply shall be protected from pollution, contamination and depletion by establishment of zones of sanitary protection according to the decision of local executive bodies and approval of basin water management managements and authorized body in the field of sanitary and epidemiologic wellbeing according to the procedure, established by the legislation of the Republic of Kazakhstan.
11. For providing the population with the water suitable for drinking water supply for case of emergence of emergency situations of natural and technogenic nature according to the decision of authorized body in the field of use and protection of water fund together with local executive bodies reservation of sources of drinking water supply based on protected from pollution and contamination of underground water objects in coordination with the executive bodies performing activities in the field of sanitary and epidemiologic wellbeing of the population in the corresponding territories is performed.
12. On redundant sources of drinking water supply the special mode of protection and control of their condition according to water and other legislation of the Republic of Kazakhstan is set.
