About the customs transactions made concerning goods for private use

Based on Item 3 of Article 185 and part one of Item 3 of article 187 of the Law of the Republic of Belarus of January 10, 2014 No. 129-Z "About customs regulation in the Republic of Belarus", subitem 5.2 of Item 5 of appendix to the Presidential decree of the Republic of Belarus of July 21, 2014 No. 360 "About movement of goods for private use" and subitem 10.7 of Item 10 of the Regulations on the State Customs Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of April 21, 2008 No. 228, the State Customs Committee of the Republic of Belarus DECIDES:

1. Establish form of the certificate of import of the vehicle (further – UVTS) according to appendix.

2. Determine that:

2.1. registration by customs authority of the passenger customs declaration, UVTS used as the passenger customs declaration in case of its cancellation by customs authority, is performed by putting down of time of registration of the passenger customs declaration or UVTS and print of personal number seal of the official of the customs authority performing registration of the passenger customs declaration or UVTS.

Registration date of the passenger customs declaration or UVTS is put down if date of filling of the passenger customs declaration or date of refusal to use UVTS cancelled on the basis provided by subitem 2.6 of this Item and date of their registration are different;

2.1-1. in case of registration of UVTS used as the passenger customs declaration in case of its cancellation the marks specified in subitem 2.1 of this Item are put down by customs authority in the column "For Office Marks" UVTS;

2.1-2. registration of UVTS in case of its use as the passenger customs declaration is performed by customs authority by entering into record UVTS:

"Import", dates of import of car - and the motor-vehicles which are vehicles for private use and registered in the state which is not the member of the Eurasian Economic Union (further – the vehicle), and putting down of print of personal number seal of the official of the customs authority performing registration of UVTS – in case of the second and subsequent import of the vehicle to customs area of the Eurasian Economic Union in the Republic of Belarus;

"Export", dates of export of the vehicle and putting down of print of personal number seal of the official of the customs authority performing registration of UVTS – in case of the return export of the vehicle from customs area of the Eurasian Economic Union, except as specified, when UVTS is cancelled by customs authority;

2.1-3. data on the registered passenger customs declarations and UVTS are entered by the official of customs authority into information system of customs authorities.

In case of release of goods for private use, except for vehicles concerning which as the passenger customs declaration UVTS was used in the column "For Office Marks" of the main form of all copies of the passenger customs declaration the mark containing number assigned by information system of customs authorities on the following structure is put down:

TTPPP/GRNNNNNN,

where TT – code of the customs authority which performed release of goods according to the qualifier of customs authorities and Items of customs clearance established in appendix 2 to the resolution of the State Customs Committee of the Republic of Belarus of May 30, 2014 No. 30 "About Items of customs clearance" (further – the qualifier);

PPP – code of Item of customs clearance where release of goods, according to the qualifier is performed;

– the last figure of year of release of goods;

Р – alphabetic code:

"Ф" – after release of the goods for private use imported on customs area of the Eurasian Economic Union in the Republic of Belarus;

"Д" – after release of the goods for private use which are exported from customs area of the Eurasian Economic Union in the Republic of Belarus;

НННННН – the sequence number assigned by information system of customs authorities after release of goods which has end-to-end numbering within year and begins with number 000001;

2.1-4. in case of release in free circulation of car - and motor-vehicles for private use the customs authority issues to the customs applicant the certificate on the vehicle imported into the Republic of Belarus;

2.1-5. UVTS is issued by customs authority in case of release of the Eurasian Economic Union which is temporarily imported on customs area in the Republic of Belarus by the foreign physical person (further – the physical person which performed import of the vehicle), the vehicle in case of submission of the passenger customs declaration in one copy in the case specified in subitem 2.4 of this Item;

2.2. UVTS can be used as the passenger customs declaration:

the physical person which performed import of the vehicle for numerous movement of the vehicle through customs border of the Eurasian Economic Union in the Republic of Belarus within six months from date of issue of UVTS, or before cancellation of UVTS by customs authority, except for import to customs area of the Eurasian Economic Union in the Republic of Belarus of the vehicle concerning which the customs authority extends the term of temporary import;

the physical person which is not specified in the paragraph the second this subitem for export of the vehicle from customs area of the Eurasian Economic Union in the Republic of Belarus with the permission of customs authority if such export cannot be performed by the physical person which performed import of the vehicle for cause of death, serious illness of such person or other objective reason;

the physical person which performed import of the vehicle for export from customs area of the Eurasian Economic Union in the Republic of Belarus of the vehicle concerning which the customs authority extends fixed term of temporary import;

2.3. when importing to the Republic of Belarus and when exporting from the Republic of Belarus of the vehicle through Items of the simplified omission through Frontier of the Republic of Belarus by the physical person which performed import of the vehicle, UVTS can be used as the customs paper confirming release of the vehicle for the purpose of temporary import within six months from date of issue of UVTS, or before prolongation of fixed term of temporary import by customs authority, or before cancellation of UVTS by customs authority;
